MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, February 23, 2004.  Mayor Pro Tem Johnson presided.

 

Councilmen present:

Proclaimed March 2004 as Red Cross Month in Midland.

 

Received Safety Progress Report for Year 2003.

 

Held public hearing and approved Zoning Petition No. 504 – rezoning property east of Midfield Lane, south of Joseph Drive and north of Diamond Drive from Limited Commercial, Manufacturing and Research and Industrial B to Community.

 

Held public hearing and approved use of Local Law Enforcement Block Grant Funding.

 

Held first reading of an ordinance to amend Section 21-70 of Division 1 of Article II of Chapter 21 for Civic Arena fees.

 

Held first reading of an ordinance to amend Section 21-71 of Division 2 of Article II of Chapter 21 for Golf Course fees.

 

Held first reading of an ordinance to amend Section 21-72 of Division 3 of Article II of Chapter 21 for Swimming Pool fees.

 

Held first reading of an ordinance to amend Section 21-73 of Division 4 of Article II of Chapter 21 for General Recreation fees.

 

Approved placement of one way entry and exit signs at 3715 N. Saginaw Road within the City right of way.

 

Received and filed the 2004-05 Construction Projects Priorities List.

 

Received and filed the 2004 Annual Sidewalk Report.

 

Reappointed James Schroeder to the Board of Review for a term to expire April 30, 2007.

 

Authorized payment to Plante and Moran, LLP for its accounting services relating to the Dow Corning Corporation’s tax appeal in an amount not to exceed $289,000.

 

Authorized execution of Change Order No. 3 to amend contract with Fisher Contacting for the construction of Landfill Cell 15, in the amount of $62,515.37. 

 

Authorized issuance of purchase order to Doc Heinz Contracting of Saginaw, Michigan for the purchase and hauling of 10,000 cubic yards of sand, in the amount of $32,100.

 

Waived sealed proposals and authorized execution of a change order to an existing purchase order with Fishbeck, Thompson, Carr & Huber of Grand Rapids, Michigan for consulting engineering services for Phase I of the Northeast Pressure District, in the amount of $26,300.

 

Set a public hearing for March 8, 2004, at 7:00 p.m. on a proposed budget amendment to recognize as revenue a grant from the Midland Area Community Foundation for $70,000 and recognize an unanticipated expenditure of $70,000 for the design and construction of a dock near the Tridge.

 

Set a public hearing for March 8, 2004, at 7:00 p.m. on a proposed budget amendment to recognize as revenue a grant from the Rollin M. Gerstacker Foundation for $200,000 and recognized an unanticipated expenditure of $200,000 for the construction of a Sprayground at Longview School.
