A regular meeting of the City Council was held on Monday, May 17, 2004.  Mayor Black presided with all Councilmen present.


Recognized 17 elementary and middle school children for outstanding work in creating Make Midland Beautiful posters.


Proclaimed May 22, 2004 as Midland Blooms Day in Midland. 


Adopted the 2004-05 City of Midland Budget, authorized a City millage rate of 9.87, authorized the levy of an additional 2 mills for the Downtown Development District, authorized the imposition of a one percent (1%) tax administration fee on all taxes levied and authorized the imposition of an additional four percent (4%) fee for taxes paid after the tax payment due date.  (Yeas:  Black, Johnson, Myers, Rokosz   Nays:  McKeag)


Received and filed the Civic Arena Project report.


Approved Site Plan No. 240 – Walgreens Pharmacy on southeast corner of Eastman Avenue and N. Saginaw Road.


Received and filed draft of the Parks and Recreation Master Plan and set public hearing on said plan for Monday, June 14, 2004, at 7:00 p.m.


Accepted $12,323 grant from the Midland Area Community Foundation and a $1,000 grant from the Midland County Child Protection Council for the Midland Law Enforcement Safe Child Initiative and set a public hearing on proposed amendment to the General Fund budget to recognize unanticipated revenue and expenditures for Monday, June 14, 2004, at 7:00 p.m.


Authorized extension of pay and compensation for federalized employees.


Received City Attorney report on the 2004 Sidewalk Improvement Program regarding Foster Road.


Authorized an amendment to the agreement with Hubbell, Roth & Clark, Inc. for professional services related to the George Street Basin Storm Sewer System Improvement in the amount of $35,000.


Authorized execution of contract with Huckins Contracting, Inc. of Beaverton, Michigan, for the “2004 Eastman & Jefferson Widening; Contract No. 3” in the amount of $834,516.15.


Authorized issuance of purchase order to Turfgrass, Inc. of South Lyon, Michigan, for golf course chemicals for the Currie Municipal Golf Course, in an amount up to $78,291.20.
