OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, July 12, 2004.  Mayor Black presided with all Councilmen present.

 

Held public hearing and approved the 2004 Sidewalk Improvement Special Assessment District Special Assessment Roll.

 

Authorized execution of contract with Sova & Sons Contracting, Inc. of Midland, Michigan for the “2004 Sidewalk Improvement Program; Contract No. 17”, in the amount of $95,170.

 

Held public hearing and approved an Industrial Facilities Exemption Certificate application for QuadSil, Inc.

 

Held public hearing and approved the 2004-05 budget amendment for the Grace A. Dow Memorial Library Fund to increase revenues and expenditures by $170,000 for the Teen Room project.

 

Held first reading of an ordinance amendment to Sec. 2-243 – Regular attendance by members of boards and commissions.

 

Received revised guidelines for the West Main Street Historic District and set a public hearing on said guidelines on Monday, August 9, 2004.

 

Accepted Deed of Easement for maintenance of drainage ditch on private property located north of Commerce Drive.

 

Recommended approval of the request from B.P.O.E. 1610 (Elks Club) to add new entertainment permit to liquor license located at 3622 N. Saginaw Road.

 

Amended City policy by authorizing City Manager to approve budget transfer request over $25,000.

 

Extended contract through fiscal year 2004/05 and authorized issuance of purchase order to Brodart, Co. for book ordering and processing services for the Grace A. Dow Memorial Library, in an amount not to exceed $325,000.

 

Authorized issuance of purchase order to Pro Video Systems Corporation of Perrysburg, Ohio for the purchase of remote control camera equipment for the Council Chambers, in the amount of $36,841.

 

Set a public hearing for August 9, 2004, at 7:00 p.m. on the proposed 2004-05 General Fund budget amendment to recognize $10,000 in additional revenue and expenditures for special program activities.

 

Adjourned to a closed session to discuss pending litigation.
