OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, August 23, 2004.  Mayor Black presided with all Councilmen present.

 

Held first reading of amendments to the Soil Erosion and Sedimentation Control Ordinance and Municipal Civil Infractions Ordinance.

 

Approved Site Plan No. 237 – Revised Midland Soccer Club Expansion.

 

Accepted bid from SunTrust Capital Markets, Inc. to purchase $6.5 million of Limited Tax General Obligation Bonds, Series 2004, to finance the construction of a new Civic Arena.

 

Received and accepted deed for property to be used for Civic Arena from Nicolaos and Elaine Rapanos and authorized execution of agreement of supplemental conditions.

 

Authorized execution of contract, upon receipt of bond funds, with Three Rivers Corporation to construct Civic Arena at a cost of $8.3 million.

 

Directed staff to prepare and distribute Request for Proposals and directed City Attorney to prepare lease contracts associated with leasing and placement of commercial antennas on the Jefferson water tower.  (Yeas:  Johnson, McKeag, Myers, Rokosz   Nays:  None  Abstained:  Black)

 

Received and filed the 2003/04 Library Board Annual Report.

 

Made the following Traffic Control Orders permanent:

 

       P-04-11    Parking shall be prohibited on both sides of Bayliss Street from Barth Street to Lyon Road.

       P-04-13    Parking shall be prohibited on both sides of Waldo Avenue from Eastlawn Drive to 200’ south.

 

Accepted transfer of jurisdiction of Jefferson Avenue from 2886 feet north of Wackerly Street to Letts Road from the Midland County Road Commission to the City of Midland.

 

Authorized amendment of the Established Final Pay Deferral Plan.

 

Authorized issuance of purchase order to MidMichigan Urgent Care Center-Midland for occupational health nurse services for fiscal year 2004-05 in an amount not to exceed $29,120.

 

Authorized execution of contract with Porath Contractors, Inc. of Houghton Lake, Michigan, for the “2004 St. Charles and Whitman Drive Reconstruction; Contract No. 2”, in the amount of $173,953.

 

Authorized execution of Michigan Department of Transportation Contract No. 04-5364 for street widening of Jerome Street (M-20) between Indian and Buttles Streets.

 

Accepted proposal from AIS Construction Equipment Corporation of Bridgeport, Michigan for a three-year lease and preventative maintenance of Wheel Loader, Bid No. 2784 and authorized execution of lease agreement and annual lease payments of $35,268.

 

Authorized the City Manager to sell surplus equipment and the Purchasing Agent to conduct an auction on September 11, 2004.

 

Adjourned to closed session to discuss strategy in connection with negotiations of collective bargaining agreements.
