OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, September 13, 2004.  Mayor Black presided with all Councilmen present.

 

Held second reading and adopted an ordinance amending Article V of Chapter 5 – Soil Erosion and Sedimentation Control and Section 34-5 of Chapter 34 – Municipal Civil Infractions. 

 

Approved Site Plan No. 220 – Taco Bell Restaurant Revised.  (Motion adopted.  Yeas:  Johnson, McKeag, Myers, Rokosz   Nays:  None   Abstained:  Black)

 

Presented resolution to set a public hearing for September 27, 2004, at 7:00 p.m. to consider revised Site Plan No. 241 – Dollar Daze.  (MOTION DENIED.  Yeas:  None  Nays:  Black, Johnson, McKeag, Myers, Rokosz)

 

Approved revisions to Site Plan No. 241 – Dollar Daze.

 

Approved two-year extension of time for completion of sidewalk in City Forest Estates Subdivision.

 

Made the following Traffic Control Orders permanent:

         P-04-15    Parking spaces on the north side of Hollybrook Drive and west side of Friar Lane 150 feet from the crosswalk located at 50 feet north of Hollybrook Drive on Friar Lane be changed to a stopping, standing, and parking prohibited.

         S-04-07    Broadhead Drive shall stop for Jefferson Avenue.

 

Accepted the conditions of the NPDES Permit No. MI0023582 issued July 13, 2004 by the Michigan Department of Environmental Quality and scheduled to expire October 1, 2008.

 

Postponed the Kokopelli’s liquor license show cause hearing scheduled for September 13, 2004, until November 8, 2004.

 

Authorized issuance of purchase order to Wieland Sales of Bay City, Michigan for the purchase of one snow plow truck, two tandem axle dump trucks, and two grain body dump trucks, in the net amount of $341,414.29.

 

Authorized issuance of purchase order to Techniquex Coating Systems, LLC of Tempe, Arizona for the reconditioning of the DPS garage floor in the amount of $25,611.

 

Authorized increase to Purchase Order No. 15014 to Easton Sports, Inc. in an amount up to $40,000 for the purchase of hockey shop inventory items to be sold at the Civic Arena.

 

Authorized issuance of purchase order to Thompson Pump Midwest of Clarkston, Michigan for one 6-inch portable trash pump in the amount of $22,990.

 

Authorized issuance of purchase order to Etna Supply Company of Grand Rapids, Michigan for mechanical joint fittings replacement stock in an amount not to exceed $76,451.05.

 

Authorized payment to Miller, Canfield, Paddock, & Stone, PLC for contracted legal services relating to the extension of Airport Road in an amount not to exceed $60,000.

 

Set a public hearing for September 27, 2004, at 7:00 p.m. on a request from The Dow Chemical Company to establish a Plant Rehabilitation District.

 

Set a public hearing for Monday, September 27, 2004, at 7:00 p.m. on the proposed Downtown Development Authority budget amendment for a part-time office assistant.
