OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, September 27, 2004.  Mayor Black presided with all Councilmen present.

 

Proclaimed October 2004 as “Trick-or-Treat for UNICEF” Month in Midland.

 

Proclaimed October 2004 as MCTV Month in Midland in celebration of the 20th Anniversary.

 

Proclaimed October 3-9, 2004 as Fire Prevention Week in Midland.

 

Received staff report and authorized execution of contract with Kezziah Watkins to conduct Budget Priorities Community Roundtable Discussions, in an amount not to exceed $18,900.

 

Held public hearing and approved the Saran Saphire II Plant Rehabilitation District No. 1 for The Dow Chemical Company.

 

Held public hearing and approved an amendment to the 2004-05 Downtown Development Authority budget to provide funding for a part-time Office Assistant.

 

Accepted report providing an update on the 2004 City Council goals adopted on March 8, 2004.

 

Received report from Saginaw-Midland Municipal Water Supply Corporation and concurred with the recommendations for improvements in the report.

 

Approved purchase agreement for the sale of a CHOICE house at 1003 Gordon Street.

 

Accepted resignation of James Geisler from the Planning Commission.

 

Appointed William Eyre to the Planning Commission to fill an unexpired term to expire June 30, 2007.

 

Granted permission to the Chippewa Nature Center to build a portion of the Chippewa Trail on City property and committed the City to maintaining that portion of the Trail.

 

Established the 2005 regular meeting dates for the Midland City Council.

 

Authorized issuance of purchase order to Liquid Calcium Chloride Sales, Inc. of Kawkawlin, Michigan for the annual purchase of liquid calcium chloride.

 

Authorized execution of contract with Thomas M. Colombo, CAE, Contract Assessor during the 2005 assessing process.

 

Authorized Change Order No. 2 to an existing purchase order with Fishbeck, Thompson, Carr & Huber of Grand Rapids, Michigan for the Northeast Pressure District Project, in the amount of $15,000.

 

Set a public hearing for October 25, 2004, at 7:00 p.m. on the proposed final draft of a new Zoning Ordinance.

 

Set a public hearing for October 25, 2004, at 7:00 p.m. on the proposed Dow Chemical Company Brownfield Redevelopment Plan #3.

 

Set a public hearing for October 11, 2004, at 7:00 p.m. on the proposed 2004-05 budget amendment for June 30, 2004 Encumbrances.
