OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, October 11, 2004.  Mayor Black presided with all Councilmen present.

 

Recognized Joan Hannah as recipient of the eighth annual City Manager’s Safety Leadership Award.

 

Held public hearing and amended the 2004-05 City budgets and financial working plans to provide funding for June 30, 2004 encumbrances.

 

Approved Final Plat of Countryside Estates.

 

Approved Final Plat of Foster Woods Subdivision No. 3.

 

Approved a one-year time extension for the tentative approval of the Preliminary Plat of Winding Creek Estates and gave final approval of the Preliminary Plat of Winding Creek Estates.

 

Approved the initial Final Plat of Winding Creek Estates No. 1.

 

Approved the request of Case Systems, Inc. to revise the personal property component of the Industrial Facilities Certificate No. 2004-118.

 

Approved request from Los Cuatro Amigos, Inc. to transfer ownership of a 2004 Class C licensed business, located in escrow at 2600 N. Saginaw, Suite #1, from Bamboo Gardens, Limited. 

 

Made Traffic Control Order No. P-04-19 permanent – parking shall be prohibited on the south side of Beech Street from Waldo Avenue to 100 feet east of Waldo Avenue.

 

Directed the City Manager to forward a letter containing the City’s position on the Draft Annex 2001 Implementing Agreements to the stakeholders of the City of Midland’s water system.

 

Received and filed the Saginaw-Midland Municipal Water Supply Corporation Annual Financial Statements and Auditor’s Report. 

 

Accepted low bid for life and accidental death and dismemberment insurance from the local agency of Saginaw Bay Underwriters.

 

Approved Labor Agreement with the Police Officers Association of Michigan, Midland.

 

Authorized execution of lease agreement with SpeedNet, LLC of Saginaw for the leasing and placement of commercial antennas on the Jefferson water tower, for a first year annual rental rate of $5,000.

 

Authorized issuance of purchase order to Municipal Supply Company of Luzerne, Michigan for brass fittings replacement stock for the Water Distribution Department, in an amount not to exceed $35,000.

 

Authorized execution of change order in the amount of $17,500 to an existing purchase order with Advance Underground Inspections, LLC of Detroit, Michigan for manhole rehabilitation.  

 

Set a public hearing on October 25, 2004, at 7:00 p.m. on a proposed 2004-05 Equipment Revolving Fund budget amendment.

 

Set a public hearing on October 25, 2004, at 7:00 p.m. on the request from The Dow Chemical Company for an industrial facilities exemption certificate application.
