A regular meeting of the City Council was held on Monday, December 20, 2004. Mayor Black presided with all Councilmen present.

Recognized Timothy A. Longlet as the 2004 Esther and Carl Gerstacker Fire Fighter of the Year recipient.

Held public hearing to consider receiving and referring petition for water main on proposed Letts Road from Jefferson Avenue to Commerce Drive to the Engineering Department for consideration of inclusion in the 2005 Construction Program. (Yeas: None Nays: Black, Johnson, McKeag, Myers, Rokosz)

Held public hearing petition to consider receiving and referring petition for water main on Waldo Avenue from Wheeler Street to Diamond Drive to the Engineering Department for consideration of inclusion in the 2005 Construction Program. (Yeas: None Nays: Black, Johnson, McKeag, Myers, Rokosz)

Held public hearing to consider receiving and referring petition for sanitary sewer on Letts Street and Sturgeon Avenue from the end of existing sewer on Letts Street to Sturgeon Avenue and north on Sturgeon Avenue to MUGA line to the Engineering Department for consideration of inclusion in the 2005 Construction Program. Received and filed a report on the 2005-06 Budget Priorities Community Roundtable Discussions.

Directed staff to cancel Budget Priorities Community Roundtable Discussions if 165 city residents have not signed up to participate by 5:00 p.m. on Wednesday, January 5, 2005.

Accepted resignation of Troy Dowling from the Planning Commission.

Accepted resignation of Tom Lind from the Aviation Advisory Commission.

Accepted resignation of Joseph E. Rogers as a member of the Board of Review, upon completion of his 2005 March Board of Review responsibilities.

Accepted staff report on City of Midland Boards and Commissions Vacancies and directed staff to begin advertising such vacancies.

Accepted staff report regarding the process to amend the City Charter.

Authorized extension of pay and compensation for federalized employees.

Authorized execution of contract with Midstate Earthworks, Inc. of Freeland, Michigan for the “2004 Bay City Road Sanitary Sewer; Contract No. 19”, in the amount of $108,960.50.

Authorized issuance of purchase order to Underground Infrastructure of Hilliard, Ohio for the Trenchless Sewer Reconstruction, Valley Drive – Bid No. 2816, in the amount of $293,784.25.

Set a public hearing on January 24, 2005, at 7:00 p.m. on the proposed vacation of Benson Street between St. Charles and Whitman Drive.

Set a public hearing on January 10, 2005, at 7:00 p.m. on a proposed 2004-05 Community Development Block Grant Budget amendment.

Set a public hearing on January 10, 2005, at 7:00 p.m. on a request from The Dow Chemical Company for an Industrial Facilities Exemption Certificate.
