A regular meeting
of the City Council was held on Monday, March 7, 2005, at 7:00 p.m. Mayor Black presided with all Councilmen present.
Recognized Police Detective James Hurd upon his selection as the 2004 Carl & Esther Gerstacker Law Enforcement Officer of the Year Award recipient.
Held public
hearing and approved request from Precision Torque Control, Inc. for an
Industrial Facilities Exemption Certificate.
Held first reading of an ordinance to amend Section 21-70 of Division 1 of Article II of Chapter 21 for Civic Arena fees.
Held first reading of an ordinance to amend Section 21-71 of Division 2 of Article II of Chapter 21 for Golf Course fees.
Held first reading of an ordinance to amend Section 21-72 of Division 3 of Article II of Chapter 21 for Swimming Pool fees.
Approved one-year
time extension for final approval of the Preliminary Plat of Tri-City Commerce
Park.
Directed the City
Manager to prepare a preliminary report on the request for the establishment of
the 2005-06 and 2006-07 Special Assessment District for the Shopping Area
Redevelopment District.
Directed the City
Manager to prepare a report on the 2005 Sidewalk Improvement Program.
Accepted donation
from the Midland Girls Softball League.
Authorized payment
to Max Derbes & Associates, Baker & O’Brien and Terzo & Bologna,
Inc. for appraisal services relating to The Dow Chemical Company’s tax appeal,
in a total amount not to exceed $10,000,000.
Authorized
issuance of purchase order #14630 to Circle Auto Parks of Midland, Michigan for
the purchase of vehicle and equipment parts and supplies, in an amount up to
$30,000.
Authorized
issuance of purchase order #14655 to Firestone Tire of Bay City, Michigan for
the purchase of vehicle and equipment parts and supplies, in an amount up to
$40,000.
Authorized
issuance of purchase order #14757 to Spartan Oil of Lansing, Michigan for the
purchase of vehicle and equipment parts and supplies, in an amount up to
$30,000.
Authorized
issuance of purchase order #14790 to Wieland Sales of Bay City, Michigan for
the purchase of vehicle and equipment parts and supplies, in an amount up to
$40,000.
Authorized
execution of contract with Ayres Associates of Midland, Michigan for the 2005
Jefferson Avenue Improvement Construction Staking and Inspection Services, in
the amount of $66,730.
Authorized
execution of First Addendum to Natural Gas Pipeline Franchise Agreement with
Quicksilver Resources (formerly Mercury Exploration).
Authorized
execution of contract with Scodeller Construction for the “2005 Pavement Crack
Sealing Program; Contract No. 13”, in the amount of $45,000.
Set a public
hearing for Monday, March 21, 2005, at 7:00 p.m. on the proposed 2004-05
Downtown Development Authority budget.
Set a public hearing
for Monday, March 21, 2005, at 7:00 p.m. on the request from McKay Press, Inc.
for an Industrial Facilities Exemption Certificate.
Received and filed
quarterly financial statements of the City of Midland for the quarter ending
September 30, 2004.
