OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, April 11, 2005, at 7:00 p.m.  Mayor Black presided with all Councilmen present.

 

Held public hearing and determined the necessity for the 2005 Downtown Economic Revitalization Public Improvement Program and directed the City Assessor to prepare a special assessment roll for the “2005 Downtown Economic Revitalization Public Improvement Special Assessment District”.

 

Accepted the special assessment roll for the “2005 Downtown Economic Revitalization Public Improvement Special Assessment District” and set a public hearing on said roll for April 25, 2005, at 7:00 p.m.

 

Received and ordered filed the City Manager’s 2005-06 Proposed Budget.

 

Appointed George Biltz to the MBS International Airport Commission and the Barstow Airport Aviation Advisory Commission and directed the City Attorney to prepare an ordinance amendment to provide three citizen and two pilot appointments to the Barstow Airport Aviation Advisory Commission.

 

Referred request to vacate E. Ellsworth Street from Haley Street to Third Street, vacate Lyons Street from E. Ellsworth Street to Buttles Street, and vacate Patrick Street from E. Ellsworth Street to Buttles Street to the Planning Commission, City Engineer, and other departments for report and recommendation.

 

Approved annexation request from Norman and Marinel Adams for property located south of East Wheeler Street east of Liberty Drive from Midland Township through the joint resolution process.

 

Requested federal legislative support for the continuation of the Community Development Block Grant Program.

 

Accepted six new streets into the City of Midland Local Street System as required by MDOT for Act 51 funding.

 

Made the following Traffic Control Order permanent:

           S-05-01     Stop control shall be removed for eastbound Bay City Road as Pershing Street.

Accepted donation from the Midland Softball Association for shade fencing and trees for the St. Charles Softball Complex.

 

Received and filed the City Manager’s Annual Review of Liquor Licensees Report.

 

Approved request from the Tri City Cyclists to conduct the Midland Time Trial Bike Race on Saturday, May 14, 2005.

 

Authorized issuance of purchase order to Lee’s Mowing Service in the amount of $20,710.98 for park mowing services for the remainder of fiscal year 2004-05 and purchase orders in the amount of $6,903.66 per month for the months of July through October 2005, and April through October 2006 and 2007.

 

Authorized issuance of purchase order to Turfgrass, Inc. of South Lyon, Michigan up to the amount of $90,000 and a second purchase order to Lesco, Inc. of Cleveland, Ohio in the amount of $30,000 for the purchase of chemicals for the Currie Municipal Golf Course.

 

Authorized issuance of purchase order to Gorno Ford of Woodhaven, Michigan for the purchase of a one-ton dump truck based on bids from the State of Michigan Extended Purchase Program, in the amount of $25,877.

 

Authorized the execution of Change Order #2 in the amount of $56,888.90 and #3 in the amount of $2,255.22 to the Civic Arena Contract with Three Rivers Corporation.

 

Authorized the execution of Change Order #4 in the amount of $41,829.49 to the Civic Arena Contract with Three Rivers Corporation.

 

Authorized issuance of purchase order to Keller, Thoma, Schwarze of Detroit, Michigan for labor relations services, not to exceed $40,000.

 

Authorized the execution of contract with Pat’s Gradall Service, Inc. of Midland, Michigan for the “2005 Van Buren & Wilson Street Reconstruction; Contract No. 8”, in the amount of $278,157.

 

Authorized amendment to purchase order for an additional $28,869 for the Saginaw Road Reconstruction from Waldo Court to Gordonville Road.

 

Approved purchase order to Sungard HTE for software maintenance from 9/1/2004 to 8/30/2005 in the amount of $71,512.62.

 

Received and filed report on the “2005 Sidewalk Improvement Special Assessment District” and set a public hearing of necessity on said district for Monday, May 9, 2005, at 7:00 p.m.

 

Set a public hearing for Monday, May 9, 2005, at 7:00 p.m. on Zoning Petition No. 514 – rezoning property at 3705 Letts Street west of Sturgeon Avenue east of Perrine Road from Township Zoning to Residential D and Residential A-4

 

Set a public hearing for Monday, May 9, 2005, at 7:00 p.m. on Zoning Petition No. 515 – rezoning property at 3721 Letts Street west of Sturgeon Avenue east of Perrine Road from Township Zoning to Residential D.

 

Set a public hearing for Monday, May 9, 2005, at 7:00 p.m. on Zoning Petition No. 516 – rezoning property at 6201 West Wackerly Street east of Stark Road from Township Zoning to Residential A-1.

 

Set a public hearing on Monday, May 9, 2005, at 7:00 p.m. on Zoning Petition No. 517 – rezoning property at 4412 Waldo Avenue south of East Wheeler Road from Township Zoning to Residential A-4.

 

Set a public hearing on Monday, May 9, 2005, at 7:00 p.m. on Zoning Petition No. 518 – rezoning property at 4705 Isabella Street east of Sandow Road from Township Zoning to Regional Commercial.

 

Set a public hearing on Monday, May 9, 2005, at 7:00 p.m. on Zoning Petition No. 520 – rezoning property at 6305 West Wackerly Street east of Stark Road from Township Zoning to Residential A-1.

 

Set a public hearing on Monday, April 25, 2005, at 7:00 p.m. on the proposed 2005-06 Community Development Block Grant Budget.

 

Set a public hearing on Monday, April 25, 2005, at 7:00 p.m. on the request from The Dow Chemical Company for an Industrial Facilities Exemption Certificate.

 

Set a public hearing on Monday, April 25, 2005, at 7:00 p.m. on the request from Dow Agrosciences, LLC for an Industrial Facilities Exemption Certificate.
