of the City Council was held on Monday, April 25, 2005, at 7:00 p.m. Mayor Black presided with all Councilmen present.
Held public
hearing and approved the 2005-06 Community Development Block Grant Budget.
Held public
hearing and approved the 2005 Downtown Economic Revitalization Public
Improvement Special Assessment District Special Assessment Roll.
Held public
hearing and approved a request for an Industrial Facilities Exemption
Certificate for The Dow Chemical Company.
Held public
hearing and approved a request for an Industrial Facilities Exemption
Certificate for Dow Argosciences, LLC.
Held a public
hearing on the City Manager’s Proposed 2005-06 Budget.
Held first reading
of an ordinance amendment to Section 4-5 to change the member representation on
the Barstow Aviation Advisory Commission.
Received and filed
the Comprehensive Annual Financial Report for the fiscal year ended June 30,
2004.
Authorized
execution of letter in support of the Downtown Development Authority Michigan
Main Street Program Application.
Approved landscape
improvements and walkway installation for Business Route-10 by the Entranceways
Initiative Task Force.
Authorized the sale at public auction of unclaimed personal property held by the Police Department and other departmental surplus items on May 7, 2005.
Confirmed
reappointment of Ann Beck, Sharon Kackmeister, and Jack McCandless to the
Downtown Development Authority.
Authorized
execution of contract with Johnston Contracting, Inc. of Midland, Michigan for
the “2005 Local Street Reconstruction, Phase II Contract No. 7”, in the amount
of $209,630.
Authorized
execution of contract with Clark Highway Services, Inc. of Lake City, Michigan
for the “2005 Pavement Marking Program; Contract No. 16”, in the amount of
$35,415.
Authorized purchase
of two replacement buses for Dial-A-Ride through the State of Michigan’s
Extended Purchasing Program.
Set a public
hearing for Monday, May 23, 2005, at 7:00 p.m. on a proposal to amend the
Downtown Development Authority Tax Increment Financing Plan.
