A regular meeting
of the City Council was held on Monday, August 22, 2005, at 7:00 p.m. Mayor Black presided with all Councilmen present.
Held public
hearing and approved Conditional Use Permit No. 19 – Place of Worship at 1700
E. Patrick Road.
Held public
hearing and approved application from McKay Press, Inc. for an Industrial
Facilities Tax Exemption Certificate.
Held first reading
of an ordinance to amend Section 2-243 of Article XI of Chapter 2 to exempt the
Downtown Development Authority from the attendance policy for members of boards
and commissions.
Received and filed
a report on the potential use of the Midland Civic Arena.
Approved
annexation of property located at southeast corner of Jefferson Avenue and
Julie Ann Drive from Larkin Township through the joint resolution process.
Approved issuance
of $9,480,000 of general obligation unlimited tax refunding bonds, series 2005,
for the purpose of refinancing $9,025,000 of general obligation unlimited tax bonds,
series 2001.
Received and filed
quarterly financial statements of the City of Midland for the quarter ending
June 30, 2005.
Authorized sale of
surplus city equipment at public auction on September 10, 2005.
Authorized
execution of contract with Bri-Car Roofing of Auburn, Michigan for roof
replacement at City Hall, in the amount of $52,725.
Authorized
execution of contract with Sterling Excavation, Inc. of West Branch, Michigan
for the “2005 Ashman Forcemain Sewer; Contract No. 12”, in the amount of
$40,552.20.
Authorized
issuance of purchase orders to D & G Equipment of Corunna, Michigan for the
purchase of two John Deere #1435 mowers and one John Deere #5325 tractor, in
the net amount of $42,419.51 and to Bader Brothers of Saginaw, Michigan for the
purchase of one John Deere #1545 mower, in the net amount of $16,979.
Authorized
issuance of purchase order to Spartan Distributors, Inc. of Sparta, Michigan
for the purchase of a Toro Groundsmaster 580-D mower, in the amount of
$64,688.20.
Authorized
execution of change order in the amount of $52,400 with Three Rivers
Corporation to include an elevator at the Civic Arena.
Authorized
issuance of purchase order to Hubbell, Roth and Clark for the design and
construction bid documents associated with the Wastewater Treatment Plant’s two
final stage clarifiers.
Authorized
issuance of purchase order to Blue Badger Corp. of Mt. Pleasant, Michigan for
Storm Sewer Pipe, Bid No. 2885, in the amount of $27,089.80.
Authorized
issuance of purchase order to Central Asphalt, Inc. of Mt. Pleasant, Michigan
for the asphalt work for the new residential drop-off area and compost pad
expansion projects at the Sanitary Landfill, in the amount of $107,499.76.
Authorized
issuance of purchase order to Central Concrete Placement of Midland, Michigan
for the residential drop-off area and scrap metal and tire disposal pad
projects at the Sanitary Landfill, in the amount of $115,966.
Authorized
issuance of purchase order to the Arnold Center of Midland, Michigan for
janitorial services at the Water Treatment Plant, for a monthly fee of $2,022.
Authorized
execution of labor contract with the Midland Municipal Supervisory Employees
Association, for a six year period expiring June 30, 2011.
Set public hearing
for September 12, 2005, at 7:00 p.m. on Zoning Petition No. 522 – rezoning
property located at the south side of the parcel at 2810 East Wheeler Street
from Midland Township Zoning to Residential A-4.
Set public hearing
for September 12, 2005, at 7:00 p.m. on Zoning Petition No. 523 – rezoning
property located at the west side of the parcel at 2810 East Wheeler Street
from Residential A-1 to Residential A-4.
Set public hearing
for September 12, 2005, at 7:00 p.m. on Conditional Use Permit No. 20 –
Cellular Antenna Collocation.
Set public hearing
for September 12, 2005, at 7:00 p.m. on proposed 2005-06 City budgets and
financial working plans amendment for June 30, 2005 Encumbrances.
