OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, October 24, 2005, at 7:00 p.m.  Mayor Black presided with all Councilmen present.

 

Recognized Mayor R. Drummond Black’s years of service on the City Council.

 

Recognized the 25th Anniversary of the Ten Sixteen Treatment Centers.

 

Held public hearing and approved request from the Dow Corning Corporation for an Industrial Facilities Tax Exemption Certificate.

 

Accepted and filed the 2005 City Council Goals report.

 

Extended the “Three Free” fee waiver for yard waste collection through the leaf collection program.

 

Recognized Family and Children’s Service of Midland as a non-profit organization for the purpose of obtaining a charitable gaming license.

 

Recommended approval of the request from Pizza Sam’s Inc. to transfer stock in a Class C licensed business.

 

Recommended approval of the request from the 702 Club to drop Edward Steeg, deceased, as partner in a 2005 Class C licensed business.

 

Accepted resignation of John Tierney from the Local Officers Compensation Commission.

 

Authorized execution of a two-year agreement with McLeodUSA for local telephone services to the City departments.

 

Established a Municipal Employee Retirement System 401 Defined Contribution Plan, established a trust with ICMA Retirement Corporation to administer said plan, and named the Director of Human Resources as plan coordinator.

 

Waived sealed bids and authorized issuance of purchase order to Insituform Technologies USA, Inc. for Eastman Avenue Sewer Liner Repair, in the amount of $27,180.

 

Set a public hearing for Monday, November 14, 2005, at 7:00 p.m. on Zoning Petition No. 524 – to rezone property at 405 Fast Ice Drive and 4228 Bay City Road from Agricultural to Regional Commercial Zoning.
