OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, November 14, 2005. 

 

Council members present:

Thomas Adams, Bruce Johnson, Hollis McKeag, James Myers, Joseph Rokosz

Council members absent:

None

 

Selected Bruce A. Johnson as Mayor for the newly elected City Council.

 

Selected James S. Myers as Mayor Pro Tem for the newly elected City Council.

 

Adopted Robert’s Rules of Order Newly Revised edition to govern the proceedings of the Midland City Council for the 2005-2007 term.

 

Adopted rules in recognition of the provisions of the Open Meetings Act.

 

Adopted rules in recognition of the provisions of the Freedom of Information Act.

 

Appointed Councilman Adams to the Midland Area Emergency Medical Board.

 

Appointed Councilman McKeag to the MBS International Airport Commission.

 

Appointed Councilman Rokosz as the City of Midland’s Legislative Director.

 

Held public hearing and approved Zoning Petition No. 524 – rezoning property at 405 Fast Ice Drive and 4228 Bay City Road from Agricultural to Regional Commercial Zoning.

 

Gave tentative approval of the Preliminary Plat of Trotter’s Pointe, a residential subdivision of 20 lots located south of East Wheeler and East of Liberty Drive.

 

Approved Site Plan No. 249 – Manual Therapeutics to construct a 12,868 square foot addition at 1900 Ridgewood Drive.

 

Accepted Quit Claim Deed from the Midland Soccer Club and authorized payment for related roadway construction.

 

Accepted railroad license and access agreements between the City of Midland and Huron & Eastern Railway Company, Inc. to access their property for pedestrian use.

 

Made the following Traffic Control Orders permanent:

       P-05-11    Parking shall be prohibited on the north side of E. Sugnet Road between Swede Avenue and McKeith Street, and on the south side of E. Sugnet Road between Swede Avenue and 150 west of McKeith Street.

       P-05-12    Parking shall be prohibited on Jefferson Avenue from 200 feet north of Broadhead to Letts Road.

       R-05-01   Speed limit on Jefferson Avenue between Wackerly Street and 200 feet north of Julie Ann Court shall be 35 m.p.h. and that TCO R-98-02 be rescinded.

       R-05-02   Speed limit on Jefferson Avenue between Letts Road and 200 feet north of Julie Ann Court shall be 45 m.p.h.

       R-05-03   Speed limit on Countryside Drive shall be 35 m.p.h.

       S-05-06    Fast Ice Drive shall stop for Bay City Road.

       S-05-07    Ross Court shall stop for Mertz Street.

 

Authorized execution of contract with Maguire Iron of Sioux Falls, South Dakota, for the Jefferson Water Tower Repair and Painting, in the amount of $182,500.

 

Authorized issuance of purchase orders in the total amount of $255,416.92 to various vendors for the purchase of small administrative cars, police cars, vans, and light duty truck from the State of Michigan Extended Purchase Program and the Oakland County Cooperative Purchase Program.

 

Authorized increase to Firestone Purchase Order #17815 up to the amount of $40,000 for the purchase of vehicle and equipment tires.

 

Authorized execution of Change Order #11 to the Civic Arena Contract with Three Rivers Corporation, in the amount of $14,115.04.

 

Established a Health Care Savings Program, Defined Contribution Program, Plan 2, and named the Director of Human Resources as the plan coordinator.

 

Designated the City Treasurer as the account supervisor for the ChemConnect service and authorized the execution of the revised ChemConnect agreement.

 

Set public hearing on November 28, 2005, at 7:00 p.m. on an application from the Apothecary Shoppe Pharmacies for an Industrial Facilities Tax Exemption Certificate.

 

Set a public hearing on December 19, 2005, on the proposal to amend the Downtown Development Authority District Boundaries.

 

Set a public hearing on December 19, 2005, on the proposal to amend the Downtown Development Authority Tax Increment Financing Plan.
