A regular meeting
of the City Council was held on Monday, February 13, 2006, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Held public
hearing and approved Zoning Petition No. 526 – rezoning property at 1214 E.
Buttles Street from Regional Commercial to Community zoning.
Held public
hearing and approved vacation of E. Ellsworth Street from State Street to Haley
Street, Haley Street from E. Ellsworth Street to Buttles Street, and Mill
Street from E. Ellsworth Street to Buttles Street.
Held public
hearing and denied Zoning Petition No. 525 – rezoning a portion of property at
1314 W. Wheeler Street from Office Service to Regional Commercial zoning. (Yeas:
Myers Nays: Adams, Johnson, McKeag, Rokosz)
Held public
hearing and approved revisions to the City of Midland Zoning Ordinance No.
1585, originally adopted November 8, 2004.
Asserted authority
to approve or reject the Master Plan for the City of Midland once it is
presented by the Planning Commission.
Approved a six
year time extension for the Final Approval of the Preliminary Plat of Foxfire
Subdivision No. 1.
Approved extension
of the Final Preliminary Plat and approval of the Final Plat of Countryside
Estates Phase II.
Authorized execution
of License Agreement with Dow Corning Corporation for the installation and
maintenance of two pipelines and a bridge/truss structure across Saginaw Road.
Expressed
opposition to a state-wide cable franchise agreement system.
Approved Amendment
No. 4 to the City of Midland Flexible Spending Plan.
Made the following
Traffic Control Orders permanent:
R-05-06 Establishes
that the speed limit on Diamond Drive between Midfield Lane and Soccer Drive
shall be 35 m.p.h. and between Soccer Drive and Waldo Avenue shall be 45
m.p.h., and that Traffic Control Order R-04-09 shall be rescinded.
S-05-14 Establishes
that Plumtree Lane shall stop for Dublin Avenue.
S-05-15 Establishes
that Aspen Way shall stop for Countryside Drive.
Approved
request to place three sandwich boards throughout the downtown business
district on market days to promote the Farmers Market.
Received and filed
the audit of the City and County of Midland Joint Building Authority for the
year ended June 30, 2005.
Waived sealed bids
and authorized issuance of purchase order to NTH Consultants LTD of Farmington
Hills, Michigan for environmental monitoring and reporting for one year at the
Landfill, in the amount of $25,000.
Set a public
hearing for March 6, 2006, at 7:00 p.m. on Zoning Petition No. 527 – rezoning
property at 4600 Bay City Road from Agricultural to Community zoning.
Set a public
hearing for March 6, 2006, at 7:00 p.m. on a request from the Dow Corning
Corporation for an Industrial Facilities Tax Exemption Certificate.
Set a public
hearing for March 6, 2006, at 7:00 p.m. on a request from the Dow Corning
Corporation for an Industrial Facilities Tax Exemption Certificate.
Set a public
