MIDLAND CITY COUNCIL
A regular meeting
of the City Council was held on Monday, April 10, 2006, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Denied resolution
for the installation of a flashing beacon above the existing advance pedestrian
crossing sign located near Jefferson Avenue and Chapel Lane. (Yeas:
None Nays: Adams, Johnson, McKeag, Myers, Rokosz)
Authorized
widening the east side of Chapel Lane at Jefferson Avenue and the installation
of a four –way traffic signal at the intersection of Jefferson Avenue and
Chapel Lane and set a public hearing on April 24, 2006, at 7:00 p.m. to amend
the Major Street Fund budget.
Designated The
Villas at Central Park, LLC as the redeveloper for the purpose of entering into
negotiations leading to execution of a development agreement for the
redevelopment of the Midland Civic Arena.

Received and ordered filed the City Manager’s 2006-07 Proposed Budget.
Authorized payment
to Truax, Robles and Baldwin Appraisers, LLC, Baker & O’Brien and Terzo
& Bologna, Inc. for contracted appraisal services relating to The Dow
Chemical Company’s tax appeal.
Authorized
execution of contract with Central Asphalt, Inc. for the reconstruction and
resurfacing of Wheeler Street from Jefferson Avenue to Foster Road, in the
amount of $443,770.60.
Authorized
increases in seven purchase orders to various vendors for Vehicle Maintenance
Supplies.
Set public hearing
on April 24, 2006, at 7:00 p.m. on the request from Caltech Industries, Inc.
for an industrial facilities exemption certificate application.
Received and filed
report on the “2006 Sidewalk Improvement Special Assessment District” and set a
public hearing of necessity on said district for Monday, May 8, 2006, at 7:00
p.m.
Set public hearing
on May 8, 2006, at 7:00 p.m. on Zoning Petition No. 528 – rezoning property at
4124 Waldo Avenue from Residential A-4 zoning to Residential B Zoning.
Set a public
hearing on April 24, 2006, at 7:00 p.m. on the proposed amendment to the
2005-06 budgets and financial working plans.
Recognized Karl S.
Tomion’s appointment and service on the Governor’s Task Force on Local
Government Services and Fiscal Stability.
