MIDLAND CITY COUNCIL
A regular meeting
of the City Council was held on Monday, May 22, 2006, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Recognized 23
elementary and middle school children for outstanding work in creating 2006
Make Midland Beautiful posters.
Received and filed
the Midland Tomorrow 2005 Annual Report and 1st Quarter 2006 Report.
Received and filed
the progress report on the City Safety Program.
Adopted the
2006-07 City of Midland Budget, authorized a City millage rate of 12.10 mills, authorized
the levy of an additional 2 mills for the Downtown Development District, authorized
the imposition of a one percent (1%) tax administration fee on all taxes levied
and authorized the imposition of an additional four percent (4%) fee for taxes
paid after the tax payment due date.
Held second
reading and adopted an ordinance to amend Section 4-22 of the Code of
Ordinances to allow helicopters to land on Midland Public Schools property.
Requested Barstow
Airport Advisory Commission to provide recommendation as to whether or not
helicopters should be permitted to land on public property within the City of
Midland.
Approved
annexation of City-owned property located east of Stark Road and north of US-10
and forwarded the matter to Lincoln Township for like action.
Received and filed
the quarterly financial statements for the City of Midland for the quarter
ending March 31, 2006.
Approved the
proposed 2006-07 Saginaw-Midland Municipal Water Supply Corporation Budget for
the Capital Improvement and Emergency Repair Fund.
Confirmed the City
Manager’s appointment of Jeremy Anderson and Paula Liveris to the DDA.
Recommended
approval of the request from Grant Hamilton Group LLC to transfer ownership of
a Class C licensed business located at 101 E. Main Street.
Approved request
from the Sound of Michigan to conduct a concert series on six Sundays in July
and August, 2006.
Approved request
for additional outdoor seating areas for downtown restaurants during the Summer
Solstice event on June 21, 2006.
Authorized
execution of Change Order No. 2 to the 2006 Airport Road Extension; Contract
No.1 in the amount of $29,064.10.
Authorized
execution of Change Order No. 1 to the 2006 Capitol Drive Reconstruction and
Water Main Replacement; Contract No. 6 in the amount of $30,199.50.
Authorized
issuance of purchase order to Wilcox Professional Services for the 2006 N.
Saginaw Road Reconstruction project engineering services, in the amount of
$65,550.
Authorized
increase to Purchase Order 20080 in the amount of $975 for a new total of
$51,950.31 to Fitness Things Inc. for exercise equipment.
Authorized
issuance of purchase order to Northern Concrete Pipe, Inc. of Midland, Michigan
for Catch Basin Castings and related materials, in an amount not to exceed
$26,000.
Authorized
execution of Change Order No. 12 to the Civic Arena Contract, in the amount of
$28,638.

on June 12, 2006, at 7:00 p.m. on Conditional Use Permit No. 22.
