MIDLAND CITY COUNCIL
A regular meeting
of the City Council was held on Monday, October 23, 2006, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Held public
hearing and amended the 2006-07 Water Fund Budget to increase revenues from
sale of industrial water not to exceed $60,000 and to increase appropriations
for Water Treatment Plant Maintenance – Industrial not to exceed $60,000 for
the repair of industrial system pump #3.
Held second
reading and adopted an ordinance amendment to increase General Recreation Fees. (Yeas:
Adams, Johnson, Rokosz
Nays: McKeag, Myers)
Authorized
execution of final settlement documents with The Dow Chemical Company in
connection with pending tax appeals.
Extended the
“Three Free” fee waiver for yard waste through the leaf collection program.
Authorized
execution of Soil Sampling License Agreement with The Dow Chemical Company.
Authorized
execution of Water Service Agreement for Ingersoll Township.
Authorized
execution of Fourth Amendment To Water Service Agreement for Midland Township.
Recommended
continuation of Garage and Yard Sale Sign Policy in concert with the City
Council Operating Policy.
Approved request
by Caltech Industries, Inc. for approval to amend an Industrial Facilities
Exemption Certificate.
Made the following
Traffic Control Orders permanent:
P-06-15 Parking
shall be prohibited on E. Chapel Lane between Jefferson Avenue and 100 feet
west of the center line of Tyler Street.
P-06-16 Stopping,
standing, and parking shall be prohibited on Chapel Lane between Nakoma Drive
and 150 feet east of Wanetah Drive and that Traffic Control Order P-98-03 shall
be rescinded.
S-06-02 Chapel Lane
shall stop for Wanetah Drive.
Approved request
from the 1460th Transportation Company’s Family Readiness Group to
place directional signs in the public right of way announcing their annual
craft show.
Waived sealed
proposals and authorized issuance of purchase order to Doc Heinz Contracting of
Saginaw, Michigan for the purchase and delivery of Washed Classified Foundry
Sand, in the amount of $28,500.
Authorized
execution of Agreement 2007-0259 with the Michigan Department of Transportation
for passenger transportation related services and authorized City Manager to
execute Project Authorizations with MDOT.
Authorized
execution of Michigan Main Street Program Agreement.
Authorized
issuance of purchase to Tancor Corporation for the Fire Department Storage
Building construction, in the amount of $48,600.
Set a public
hearing for Monday, November 20, 2006, at 7:00 p.m. on Zoning Petition No. 531
– rezoning property at 300 Joseph Drive from Residential A-4 Zoning to Office
Service Zoning.
