MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, December 4, 2006, at 7:00 p.m.  Mayor Johnson presided with all Councilmen present.

 

Received and filed the Eastman Avenue Design Series Solution Report.

 

Held public hearing and approved creation of the Dow Corning Corporation Renaissance Zone.

 

Held public hearing and postponed action on the proposed Dow Corning Corporation Act 328 Agreement until January 8, 2007.

 

Held second reading and approved an ordinance amending Section 21-121 of Division 4 of Article VII of Chapter 21 to establish new and increase existing MCTV fees.

 

Approved revisions to the MCTV Rules and Regulations.

 

Approved revisions to the Jack Barstow Municipal Airport Rules and Regulations.

 

Received and filed the 2006 Construction Progress Report.

 

Received and referred public improvement petition for George Street relocation for the Community Center to the Engineering Department for consideration of inclusion in the 2007 Construction Program.

 

Received and referred public improvement petition for new roadway from Washington to Saginaw Road to the Engineering Department for consideration of inclusion in the 2007 Construction Program.

 

Received and denied public improvement petition for water main on Waldo Avenue from Wheeler Street to Diamond Drive.  (Yeas:  None   Nays:  Adams, Johnson, McKeag, Myers, Rokosz)

 

Received and denied public improvement petition for sanitary sewer on Waldo Avenue from Wheeler Street to Diamond Drive.  (Yeas:  None   Nays:  Adams, Johnson, McKeag, Myers, Rokosz)

 

Approved a one-year extension of time for completion of sidewalk in Scenic Estates Subdivision No. 6.

 

Made the following Traffic Control Orders permanent:

       D-06-02     Flasher signal at the intersection of State Street and Ellsworth Street shall be removed and all previous traffic control orders at this intersection be rescinded.

       S-06-04      Ellsworth Street shall stop for State Street.

 

Referred request to vacate Buttles Street and Bay City Road, including sections of Sixth Street, Jefferson Avenue, and Pershing Street to the Planning Commission, City Engineer, and other departments for report and recommendation.

 

Referred request to vacate Austin Street and Bay City Road, including sections of 18th, 19th, and 21st Streets to the Planning Commission, City Engineer, and other departments for report and recommendation.

 

Referred request to vacate Midfield Lane from Soccer Drive to 430’ south of Joseph Drive to the Planning Commission, City Engineer, and other departments for report and recommendation.

 

Reappointed Jenee Velasquez to the Brownfield Redevelopment Financing Authority for a term to expire December 1, 2009.

 

Reappointed Jon Lynch to the Saginaw-Midland Municipal Water Supply Corporation Board of Trustees for a term to expire December 31, 2012.

 

Approved request to conduct a Leadership Midland Alumni Association Mini-Summit at Jack Barstow Municipal Airport on Tuesday, December 12, 2006.

 

Approved request to hold the 82nd Airborne Division, Mid-Michigan Chapter event at the Jack Barstow Municipal Airport on Saturday, August 4, 2007.

 

Authorized purchase of two Dial-A-Ride buses through the State of Michigan’s Extended Purchasing Program and authorized issuance of purchase order to Hoekstra Transportation, Inc. of Grand Rapids, Michigan for the buses, in the amount of $108,426.

 

Authorized issuance of purchase order to Great Lakes Coach of Schoolcraft, Michigan for the purchase of a 7+1 transit van, in the amount of $56,677.

 

Authorized issuance of a purchase order to Fishbeck, Thompson, Carr & Huber of Grand Rapids, Michigan for the Water Treatment Plant Improvements, Bid No. 2974, in an amount not to exceed $84,400.

 

Set public hearing for Monday, January 8, 2007, at 7:00 p.m. on Zoning Petition No. 535 – rezoning property at 7304 Jefferson Avenue from Larkin Township zoning to Residential A-1 zoning.

 

Set public hearing for Monday, January 8, 2007, at 7:00 p.m. on Zoning Petition No. 536 – rezoning property at 6715 and 6719 Herbert Street from Homer Township zoning to Residential A-3 zoning.

 

Set public hearing for Monday, January 8, 2007, at 7:00 p.m. on Zoning Petition No. 537 – rezoning property at 6500 and 6501 Airport Road from Lincoln Township zoning to Limited Commercial Manufacturing Research (LCMR) zoning.

 

Set public hearing for Monday, January 8, 2007, at 7:00 p.m. on Zoning Petition No. 538 – rezoning property at the Airport Road extension from Lincoln Township to Limited Commercial Manufacturing Research (LCMR) zoning.

 

Set public hearing for Monday, January 8, 2007, at 7:00 p.m. on Zoning Petition No. 539 – rezoning property at 730 Oakbrook Drive from Larkin Township zoning to Residential A-1 zoning. 

 

Set public hearing for Monday, January 8, 2007, at 7:00 p.m. on Zoning Petition No. 540 – rezoning property at 221 West Wackerly Street from Office Service zoning to Community Commercial Zoning.

 

Received and filed City Council’s 90-Day Review of the City Manager.
