MIDLAND CITY COUNCIL
A regular meeting
of the City Council was held on Monday, April 23, 2007, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Proclaimed the
week of April 22-28, 2007, as Administrative Professionals Week in Midland.
Proclaimed May,
2007 as Foster Care Month in Midland.
Held public
hearing on 2007-08 Proposed Budget.
Held public
hearing and approved an amendment to the 2006-07 Budgets and Financial Working
Plans.
Held public
hearing and determined the necessity for the “2007 Downtown Economic
Revitalization Public Improvement Special Assessment District” and directed the
City Assessor to prepare an assessment roll.
Accepted the
special assessment roll for the 2007 Downtown Economic Revitalization Public
Improvement Special Assessment District and set public hearing on said roll for
May 7, 2007.
Approved Site Plan
No. 256 – to construct a 22,598 square foot 96 room hotel and 100 person
capacity conference center located at 520 Joe Mann Boulevard.
Approved Site Plan
No. 258 – to construct a 56,031 square foot 49 unit elderly housing building
called Wikkiups Crossing located at 2706 Jefferson Avenue. (Yeas:

Authorized
the temporary closing of George Street at the pedestrian crosswalk located
between Jefferson Avenue and State Street.
Authorized
distribution of the Draft Master Plan and initiated the official public review
period of the Plan.
Approved
recommended changes to the Cemetery Rules.
Confirmed the City
Manager’s reappointment of Jim Bessert, Bo Brines and Claudia Wallin to the
Downtown Development Authority.
Made the following
Traffic Control Orders permanent:
P-07-02 Stopping, standing, and parking shall be
prohibited on Dilloway Drive between Nakoma Drive and 100 feet west of Nakoma
Drive.
R-07-02 Cook road from
Main Street to Tittabawassee River Road shall be 25 m.p.h.
Approved the sale
of 10,867 shares of Dow Chemical Company common stock received as a
contribution from the Herbert H. and Grace A. Dow Foundation, and placed the
proceeds in the Civic Arena Funds.
Authorized the
sale at public auction of unclaimed personal property being held by the Police
Department and other departmental surplus items on May 5, 2007.
Received and filed
a corrected version of the City Manager’s Report on the Status of Liquor
Licenses in the City of Midland.
Approved request
to hold St. Brigid Youth Rally and Concert on Saturday, June 9, 2007.
Approved request
to host Blue Planet Run Relay and Community Run/Walk on Saturday, August 25,
2007.
Authorized
execution of contract with R. S. Contracting, Inc. of Casco Township, Michigan,
for the 2007 Pavement Marking Program; Contract No. 16, in the amount of
$41,050.
Authorized
execution of contract with Central Asphalt, Inc. of Mt. Pleasant, Michigan, for
the 2007 Letts Street Improvement; Contract No. 5, in the amount of $62,877.90.
Approved change
order in an amount not to exceed $6,000 for the Library Restroom Remodeling
project.
Authorized execution
of contract with Elmer’s Crane and Dozer, Inc. of Traverse City, Michigan, for
Landfill – Cell 16 Construction (excluding liner supply/install), in the amount
of $1,034,259.31 and with American Environmental Group, Ltd. of Richfield, Ohio
in the amount of $1,303,094.14 for liner supply and installation.
Authorized
issuance of purchase order to CTI and Associates of Brighton, Michigan for
Landfill – Cell 16 Construction Management and Quality Assurance, in the amount
of $165,088.44.
Authorized
increase to PO #21886 to Plante and Moran for payment of additional year-end
accounting services, in an amount not to exceed $69,280.
Set a public
hearing for Monday, May 7, 2007, at 7:00 p.m. on the proposed 2007-08 Community
Development Block Grant Budget .
