A regular meeting
of the City Council was held on Monday, May 7, 2007, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Proclaimed May 19,
2007 as Midland Blooms Day in Midland.
Received and filed
the Midland Tomorrow 2006 Annual Report and the 2006 Audit.
Held public
hearing on the 2007-08 Proposed Budget.
Held public
hearing and determined the necessity for the “2007 Sidewalk Improvement Special
Assessment District” and directed the City Assessor to prepare an assessment
roll.
Held public
hearing and approved the 2007 Downtown Economic Revitalization Public
Improvement Special Assessment District Special Assessment Roll.
Held public
hearing and approved the 2007-08 Community Development Block Grant Budget.
Accepted donation
from the Currie Family to be used to build maintenance and cart storage
facility at the Currie Golf Course.
Authorized placement
of a mural on the Mark Putnam Bridge abutment and substructure subject to
issuance of permit and final content approval.
Received and filed
staff report on Boards and Commissions vacancies and made appointments to the
Library Board and West Main Street Historic Commission.
Accepted Easement
for Underground Electric Line for the new restroom facility at the Northwest
Little League fields on Sturgeon Avenue.
Approved the
2007-08 Saginaw-Midland Municipal Water Supply Corporation Budget for Capital
Improvement and Emergency Repair Fund.
Waived sealed
proposals and authorized issuance of purchase order to CTI and Associates of
Brighton, Michigan for a Type III Landfill Cell Hydrogeologic Study, in the
amount of $190,264.
Approved change
orders #1 and #3 in the aggregated amount of $5,000 to the purchase order to
MacKenzie Environmental for the demolition of the Civic Arena on Collins
Street.
Authorized
issuance of purchase order to Barrett Sign of Saginaw, Michigan for the Civic
Arena sign, in the amount of $25,355.
