MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, June 11, 2007, at 7:00 p.m.  Mayor Johnson presided.

 

Councilmen present:

Thomas Adams, Bruce Johnson, Hollis McKeag, Joseph Rokosz

Councilmen absent:

James Myers

 

Received and filed the Midland Area Chamber of Commerce Service Sector Program Report.

 

Held public hearing and approved an amendment to the 2006-07 and 2007-08 Golf Course and General Fund Budgets.

 

Held second reading and adopted an ordinance amending Section 34-5 to include violations of Cemetery Rules as civil infraction violations.

 

Introduction and first reading of an ordinance to amend the City of Midland Water Ordinance.

 

Introduction and first reading of an ordinance to amend the City of Midland Sewer Ordinance.

 

Approved Site Plan No. 260 to construct a 3,785 square foot proposed building located at 6711 Jefferson Avenue.

 

Approved levy and collection of taxes for the July 2007 tax roll for Midland Public Schools, Midland County Educational Service Agency, Bay City Public Schools, Bay-Arenac Intermediate Schools and Delta College.

 

Approved levy of taxes for the July 2007 tax roll for special assessments and accounts receivable.

 

Approved sale of City owned property located between Washington Street and Bayliss Street to The Dow Chemical Company.

 

Made the following Traffic Control Orders permanent:

       P-07-06    Stopping, standing, and parking shall be prohibited on both sides of Buttles Street from US-10 BR/M-20 to Fourth Street and that all previous parking traffic control orders along this street segment are rescinded.

       P-07-07    Stopping, standing, and parking shall be prohibited on both sides of State Street from Indian Street to Main Street and that all previous parking traffic control orders along this street segment are rescinded.

       P-07-08    Stopping, standing, and parking shall be prohibited on both sides of Mill Street from Indian Street to Buttles Street.

       P-07-09    Stopping, standing, and parking shall be prohibited on both sides of Haley Street from Buttles Street to Indian Street.

       P-07-10    Parking shall be prohibited on both sides of Third Street from Pine Street to Ellsworth Street.

       P-07-11    Parking shall be prohibited on the southwest side of Grove Street from Third Street to Sixth Street and that Traffic Control Order P-80-01 shall be rescinded.

      


       P-07-12    Parking shall be prohibited on the southeast side of Fourth Street from Buttles Street to Grove Street.

       P-07-13    Stopping, standing, and parking shall be prohibited on both sides of Loons Drive from Buttles Street to US-10 BR/M20.

       P-07-14    Parking shall be prohibited on the northwest side of Sixth Street from Grove Street to Indian Street.

       P-07-15    The recessed area along the southwest side of Buttles Street between US-10 BR/M-20 and Loons Drive shall be designated as a bus stop only.

       R-07-03   Buttles Street from US-10 BR/M-20 to Fourth Street shall be 30 mph.

       R-07-04   Buttles Street from Loons Drive to Fourth Street shall be a two-way street and that previous traffic control orders establishing a one-way street for this segment shall be rescinded.

       R-07-05   Indian Street from Third Street to Austin Street shall be a two-way street and that previous traffic control orders establishing a one-way street for this segment shall be rescinded.

       R-07-06   Austin Street from Indian Street to Pershing Street shall be a two-way street and that previous traffic control orders establishing a one-way street for this segment shall be rescinded.

       R-07-07   Mill Street from Indian Street to Buttles Street shall be a one-way street.

       R-07-08   Haley Street from Buttles Street to Indian Street shall be a one-way street.

       S-07-03    Austin Street shall stop for Pershing Street and that Traffic Control Order S-85-07 be revised to remove stop control from southbound Pershing Street at Austin Street.

       S-07-04    Third Street shall stop for Buttles Street and that Traffic Control Order S-06-06 shall be rescinded.

 

Recommended approval of the request for a new Dance-Entertainment Permit to be held in conjunction with the 2006 Class C/SDM licensed business located at 702 Jefferson (702 Club).

 

Extended contract with Brodart Co. for the same discounts, terms and conditions of the present contract in an amount not to exceed $300,000 for book ordering and book processing for the Grace A. Dow Memorial Library for fiscal year 2007/2008.

 

Authorized issuance of purchase order to Western Lime of West Bend, Wisconsin for up to 1,200 tons annually of Calcium Oxide for the Water Treatment Plant for one year period beginning July 1, 2007, in the sum of $154,800.

 

Authorized issuance of purchase order to PVS Technologies, Inc. of Detroit, Michigan for the purchase of 250 tons each of Ferric Chloride for the Water and Wastewater Treatment Plants for a one year period beginning July 1, 2007, for a total aggregate amount of $172,000.

 

Authorized issuance of purchase order to PVS Nolwood of Detroit, Michigan for up to 72 tons annually of Hydrofluosilicic Acid for the Water Treatment Plant for a one year period beginning July 1, 2007, in the amount of $25,560.

 

Waived bids and authorized execution of contract with CTI and Associates of Brighton, Michigan for professional engineering services for the Landfill Gas to Energy Project, in the amount of $203,274.

 

Approved increase to PO #21166 to Liquid Calcium Chloride Sales of Kawkawlin, Michigan for the purchase of brine, up to the amount of $40,000.

 

Approved increase to PO #21760 and PO #20770 to the Arnold Center for janitorial services at the Municipal Service Center and Civic Arena, up to the amount of $28,000 each through the end of this fiscal year.

 

Waived bids and authorized issuance of purchase order to Grand Traverse Rubber Supply of Traverse City, Michigan for the purchase of two rubber replacement tracks on Landfill Tractor #6-57, in an amount not to exceed $21,000.

 

Authorized execution of contract with Pat’s Gradall Service, Inc. of Midland, Michigan, for the 2007 Patrick Street Reconstruction and Water Main; Contract No. 3, in the amount of $280,931.

 

Authorized execution of Michigan Department of Transportation Loan Contract No. 07-7249 for funding related to North Saginaw Road Widening.

 

Authorized execution of Michigan Department of Transportation Contract No. 07-5249 for North Saginaw Road Widening.

 

Accepted the 2007 Sidewalk Improvement Special Assessment District special assessment roll and set public hearing on said roll for July 9, 2007, at 7:00 p.m.

 

Set public hearing for June 25, 2007, at 7:00 p.m. on the proposed 2006-07 Golf Course budget amendment to recognize revenue from the donation from the Currie family for the construction of a cart storage and maintenance facility at Currie Golf Course.

 

Set public hearing for June 25, 2007, at 7:00 p.m. on the proposed 2006-07 Riverside Place budget amendment to recognize a contribution to replace the dining room piano.

 

Approved request from Oscar’s Restaurant for a temporary outdoor service liquor license on June 21, 2007.
