A regular meeting
of the City Council was held on Monday, August 13, 2007, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Held public
hearing and approved Zoning Petition No. 542 – rezoning property at 4389 S.
Saginaw Road from residential A-1 to Industrial B zoning.
Held public
hearing and approved Zoning Petition No. 543 – rezoning property at 4249 S.
Saginaw Road from Industrial A to Industrial B zoning.
Held public
hearing and approved Zoning Text Amendment No. 144A to add electrical
generating stations as a principal permitted use in Industrial B District.
Held public
hearing and approved Planned Unit Development Amendment – Harcrest Drive
between Oakfield Drive and Thornberry Drive.
Held public
hearing and approved Conditional Use Permit No. 23 – 14 Stall Parking Lot. (Yeas:
Adams, Johnson, Rokosz
Nays: McKeag, Myers)
Held public
hearing and approved amendment to the 2007-08 General Fund budget for the
Midland Cogeneration Venture Tax Appeal Refund.
Referred request
to vacate George Street from State Street to Jefferson Avenue to the Planning
Commission, City Engineer, and other departments for their review and
recommendation.
Accepted easement
agreement for sanitary sewer on the north side of Isabella Road east of Sandow
Road.
Accepted easement
agreement for sanitary sewer on private property from Pine Street to Union
Street lying west from State Street.
Approved a
two-year extension of time for completion of sidewalk in Foster Woods
Subdivision No. 3.
Approved two-year
time extension for the Final Approval of the Preliminary Plat of Winding Creek
Estates.
Authorized
execution of Housing Construction Agreement with Midland Public Schools and the
Reece Community Living Endeavor for a joint residential house project.
Made the following
Traffic Control Orders permanent:
D-07-04 Traffic
signal control shall be eliminated at the intersection of Washington Street and
Dow 1776 Gate and that Traffic Control Order D-85-05 shall be rescinded.
S-07-06 Establishes
that Shepherd Drive shall stop for Eastman Avenue.
Recommended approval of the request from Lodgco Management for a new
Resort Economic Development B-Hotel Liquor License to be located at 520 Joe
Mann Boulevard.
Approved request from Trinity Lutheran Church to place directional
signs in the right-of-way on August 25, 2007.
Approved request from Northwood University to host an event on
September 4th in downtown Midland.
Waived sealed bid requirement and authorized the purchase of electronic
online services and training for the Grace A. Dow Memorial Library from the
Michigan Library Consortium for the 2007/2008 fiscal year in an amount not to
exceed $35,000.
Waived sealed bid requirement and authorized purchase of electronic online
services and materials for the Grace A. Dow Memorial Library from Recorded
Books for the 2007/2008 fiscal year in an amount not to exceed $50,000.
Approved purchase of software maintenance from Sungard HTE in the
amount of $107,879.53.
Authorized issuance of purchase order to Advanced Underground
Inspections, LLC of Detroit for Manhole Rehabilitation, in the amount of
$75,000.
Waived sealed bids and authorized issuance of purchase order to Siemens
Water Technologies Corporation of Ames, Iowa, for Wastewater – Primary
Trickling Filter Mechanisms, in an amount not to exceed $115,441.
Waived sealed bids and authorized issuance of purchase order to LMK
Enterprises, Inc. of New Smyrna Beach, Florida for Wastewater – Spot Lining
Trailer and Equipment, in an amount not to exceed $32,822.70.
Set public hearing on September 10, 2007, at 7:00 p.m. on Zoning Text
Amendment No. 145A to add child care centers as a principal permitted use and
structure in the Office Service District.
Set public hearing on September 10, 2007, at 7:00 p.m. on Conditional
Use Permit No. 24 – Child Care Center.
Set public hearing on August 27, 2007, at 7:00 p.m. on a proposed
amendment to the budgets of the Major Street Maintenance Fund, Water Fund, and
Wastewater Fund.
