A regular meeting of the City Council was held on Monday, November 19,
2007, at 7:00 p.m. Mayor Pro Tem Adams
presided.

Approved ordinance amending Chapter 2, Article Xlll of the Code of
Ordinance to provide Payment in Lieu of Taxes on two properties for Affordable
Housing Alliance. (Yeas: Adams, Donker, McKeag Nays:
Rokosz)
Held first reading of an ordinance amending Article IV, Chapter 21,
Library Fines, Fees and other Charges.
Accepted Warranty Deed for Powder Horn Trail right-of-way.
Acknowledged the filing of the 2007 Local Officers’
Compensation Commission Determinations Report and directed the City Manager to
place the item on the December 3, 2007 City Council Agenda.
Approved request from Molly’s Bistro for a Dance-Entertainment permit in
conjunction with their new Class C liquor license.
Approved request from Budwarker, Inc. (Holiday Inn) to transfer all
stock in their 2007 B-Hotel licensed business with Entertainment Permit to Erie
Hospitality, LLC.
Received and filed the 2007 Annual Financial Statements and Auditors’
Report for the Saginaw-Midland Municipal Water Supply Corporation.
Made the following Traffic Control Orders permanent:
P-07-22 Established that one-hour parking shall be
permitted on the south side of E. Main Street for the first two parking stalls
west of Townsend Street.
P-07-24 Established that parking shall be prohibited
on Discovery Way between Washington Street and Saginaw Road.
R-07-12 Established that the speed limit on
Discovery Way between Washington Street and Saginaw Road shall be 35 mph.
Authorized payment to Walsh & Associates, Inc. George E. Sansoucy,
A.A. Schoenwald Associates, Inc. and Whitfield Russell Associates for
contracted appraisal services relating to the Midland Cogeneration Venture’s
tax appeal.
Authorized payment to Braun, Kendrick, Finkbeiner, P.L.C. and Westrate
and Thomas, P.C. for contracted legal services relating to the Midland
Cogeneration Venture’s tax appeal.
Authorized issuance of purchase order to RDK Truck Sales of Tampa,
Florida for the purchase of a used rear packer refuse truck, in the amount of
$52,883.
Authorized issuance of purchase order to Gorno Ford of Woodhaven,
Michigan for the purchase of two utility service trucks, in the amount of
$55,433.
Waived sealed bids and authorized issuance of purchase order to Midland
Engine, Inc. for the emergency repair of the Bomag 1172 garbage compactor at
the Landfill, in the amount of $50,800.95.
Authorize increase of $10,438 to an existing purchase order to Lanzo
Lining Services, Inc. for trenchless sewer line repairs in the area of Townsend
between Grove and Indian Streets.
Set public hearing on Monday, December 17, 2007, at 7:00 p.m. on
Conditional Use Permit No. 26 – County of Midland.
