CITY COUNCIL
A regular meeting of the City Council was held on Monday, December 3,
2007, at 7:00 p.m. Mayor Johnson
presided with all Councilmen present.
Accepted and acknowledged receipt of
presentation by the Center City Initiative and will consider a resolution of
intent and first reading of a proposed ordinance creating an Authority under
the Act at its meeting on December 17, 2007.
Held public hearing and approved Conditional
Use Permit no. 25 – Rowe Incorporated on behalf of Thomas Spencer.
Held public hearing and approved the
establishment of the MSARI Holdings Industrial Development District No. 1.
Held public hearing and approved three
Industrial Facilities Exemption Certificate applications for Mid-Michigan
Energy, LLC.
Held second reading and adopted an ordinance
amending Article IV, Chapter 21, Library Fines, Fees and Other Charges.
Held first reading of an
ordinance amending Section 33-2 and 33-3 Emergency Response.
Held first reading of an
ordinance amending Section 21-80 and 21-81 Emergency Response Fees.
No action taken on a resolution rejecting the
2007 Local Officers’ Compensation Commission Determinations as filed on
November 13, 2007.
Received and filed the
2008-09 Budget Preparation Schedule.
Received and filed the 2007 Construction
Progress Report.
Received and filed petition for public
improvements for the installation of water main on Waldo Avenue from Wheeler
Street to Diamond Drive and referred to the Engineering Department for
consideration of inclusion in the 2008 Construction Program.
Received and filed petitions for public
improvements for the installation of sanitary sewer in the Sandow
Road area and referred to the Engineering Department for consideration of
inclusion in the 2008 Construction Program.
Received and filed petition for public
improvements for the installation of sanitary sewer on Wackerly Street from
Stark Road to Sequoia Lane and referred to the Engineering Department for
consideration of inclusion in the 2008 Construction Program.
Received and filed petition for public
improvements for the installation of sanitary sewer on Waldo Avenue from
Wheeler Street to Diamond Drive and referred to the Engineering Department for

Industrial Facilities Exemption Certificate.
