CITY COUNCIL
A regular meeting of the City Council was held on Monday, February 11,
2008, at 7:00 p.m. Mayor Johnson
presided with all Councilmen present.
Approved amended minutes of the April 9, 2007 City Council meeting.
Proclaimed February 23, 2008 as Walk for Warmth Day
in Midland.
Proclaimed April 25, 2008 as Arbor Day in the City
of Midland.
Issued Proclamation of Recognition to the local
organizations that collaborated on efforts to secure national recognition for
the Greater Midland community as one of the 100 Best Communities for Young
People in America.
Held public hearing and approved second amendment to The Dow Chemical
Company Brownfield Redevelopment Plan No. 1.
Held public hearing and approved Conditional Use Permit No. 27 – Bartow
& King Engineers, Inc.
Held public hearing and first reading of an
ordinance to create a Corridor Improvement Authority in the City of Midland. (Yeas:
Adams, Donker, Johnson, Rokosz Nays:
McKeag)
Approved Site Plan No. 272 – Salon Magnifique.
Received and filed the 2008-09 Construction Project
Priorities List.
Authorized a Grant of License to Midland King’s
Daughters Home for joint use of a parking lot on City property.
Accepted Warranty Deed for the extension of
Commerce Drive from the Midland County Road Commission.
Accepted Easement Agreement from The Dow Chemical
Company for access to water mains at the Dow Diamond Stadium Site.
Received and filed the 2008 City Council Goals report.
Made the following Traffic Control Order permanent:
P-07-31 Parking shall be prohibited on Jefferson
Avenue between Saginaw Road and Vail Street with the exception of the west side
of Jefferson Avenue from 130’ to 230’ north of the Circle.
Reappointed Jack Duso to the Midland County Central
Dispatch Authority Administrative Policy Board.
Authorized the sale at public auction of surplus
computer equipment and other departmental surplus items.
Approved request from the Mackinac Center to hang commemorative flags on
the City light post during 2008 to celebrate their 20th anniversary.
Approved request from the National Diabetic Association to conduct a
Family Fun Ride on Saturday, May 17th from 9:00 a.m. – 1:00 p.m.
Waived requirement for sealed bids and approved purchase of 13,398
gallons of diesel fuel from Karbowski Oil of Bay City, Michigan for $35,101.42
that was executed by the Purchasing Agent on January 15, 2008.
Waived requirement for sealed bids and approved purchase of 13,400
gallons of diesel fuel from Karbowski Oil of Bay City, Michigan for $35,575.66
that was executed by the Purchasing Agent on January 30, 2008.
Waived requirement for sealed bids and authorized execution of agreement
with Pictometry International Corporation of Rochester, New York for aerial
photography, in the amount of $35,953.
Accepted a Cost Agreement with Michigan Department
of Transportation for maintenance of State trunk line beacons east of Saginaw
Road in the City of Midland.
Authorized execution of Michigan Department of
Transportation Contract No. 07-5688 for US-10 resurfacing.
Authorized issuance of purchase orders to The
Tancor Corporation of Midland, Michigan for the restroom remodel at the Grace
A. Dow Memorial Library, in the amount of $52,125.
Authorized execution of HVAC maintenance agreements
for Washington Woods and Riverside Place with J.E. Johnson of Midland Michigan
in the amount of $52,850 for a full service agreement and for the Library and
City Hall with Nelson Trane of Flint, Michigan in the amount of $23,000 for a
basic service agreement.
Set public hearing for February 25, 2008 at 7:00 p.m. on a proposed
2007-08 Equipment Revolving Fund Budget amendment to recognize an unanticipated
expenditure for replacement of a salt/plow truck totaled in a recent accident.
Set public hearing for February 25, 2008 at 7:00 p.m. on a proposed
2007-08 Municipal Service Center Rental Fund budget amendment to recognize an
unanticipated expense to replace the generator at the Municipal Service Center.
