MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, April 28, 2008, at 7:00 p.m.  Mayor Johnson presided.

 

Councilmen present:

Maureen Donker, Bruce Johnson, Hollis McKeag, Joseph Rokosz

Councilmen absent:

Thomas Adams

 

Received and filed presentation on the need for affordable housing for extremely low income citizens in Midland.

 

Proclaimed May 5-11, 2008 as Building Safety Week in Midland.

 

Held public hearing on the City Manager’s Proposed 2008-09 Budget.

 

Held public hearing and amended the 2007-08 City budgets and financial working plans.

 

Held public hearing and approved to establish the Dow Chemical Waldo Avenue Industrial Development District No. 1. 

 

Approved Site Plan No. 275 – Mid-Michigan Real Estate/Century 21 Central.

 

Approved Site Plan No. 277 – Wilcox Professional Services, LLC on behalf of Alloy Construction Services, Inc.

 

Supported the Freedom of Information Act request denial, in full, as issued by the City Attorney on March 17, 2008.

 

Made the following Traffic Control Orders permanent:

           P-08-06       Parking shall be prohibited on Swede Avenue from Wheeler Street to 285 feet north of Wheeler Street and that Traffic Control Order P-06-20 shall be rescinded.

           P-08-07       Parking shall be prohibited on Jefferson Avenue between approximately 175 feet north and 120 south of Dartmouth Drive.

           P-08-08       Parking shall be prohibited on the east side of Artcrest Street from 24’ north to 24’ south of the driveway fro 4910 Artcrest Street.

           S-08-04       Federal Street shall yield to Boston Street.

 

Received and filed quarterly financial statements for the quarters ending September 30, 2007 and December 31, 2007.

 

Approved the County of Midland/City of Midland Energy Operations Plan as submitted. 

 

Enrolled the City of Midland in the State of Michigan Fire Insurance withholding program.

 

Received and filed the Annual Drinking Water Quality Report for calendar year 2007.

 

Received and filed the Five-Year Comprehensive Sewer Report dated April 23, 2008. 

 

Authorized the sale at public auction of unclaimed personal property being held by the Police Department and other departmental surplus items on May 3, 2008.

 

Confirmed reappointment of Marty McGuire, Margaret Riecker and Mark Ruhle to the Downtown Development Authority.

 

Appointed Robert Lane to the Midland County Central Dispatch Authority Administrative Policy Board to fill an unexpired term ending January 31, 2010.

 

Authorized execution of contract with McGuirk Sand & Gravel, Inc. for the 2008 East Sugnet Road Reconstruction and Water Main Contract No. 3, in the amount of $370,973.

 

Authorized increase to PO #24292 to Foster Oil Company up the FY07/08 budgeted amount of $38,705 for the purchase of diesel fuel and unleaded gasoline for the Golf Course.

 

Authorized issuance of purchase order to Catskill Remedial of Otsego, Michigan for Landfill – Cell 14 Leachate Interceptor Trench, Bid No. 3100, in the amount of $173,194.85.

 

Rejected low bid bore machine (McLaughlin MCL-10) offered by Vermeer of Michigan of Jackson for insufficient performance and accepted low did by Vermeer of Michigan, for a Vermeer HP 300 directional bore machine, in the amount of $69,357.50.

 

Authorized issuance of purchase order to Lanzo Lining Service, Inc. of Roseville, Michigan for Trenchless Sewer Line Repair based on rates received from Bid No. 3046, in the amount $29,928.

 

Set public hearing on Monday, May 12, 2008, at 7:00 p.m. on the request from The Dow Chemical Company for an Industrial Facilities Tax Exemption Certificate.

 

Set public hearing on Monday, May 12, 2008, at 7:00 p.m. on the request from New-Tech, Zeigler Enterprises, Inc. for an Industrial Facilities Tax Exemption Certificate.

 

Set public hearing on Monday, May 12, 2008, at 7:00 p.m. on a proposed amendment to the 2007-08 Equipment Revolving Fund budget for the purchase of a 6-person truck for Water Department.
