OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

A regular meeting of the City Council was held on Monday, May 12, 2008, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.

Proclaimed May 17, 2008 as Midland Blooms Day in Midland.

Held public hearing and approved Zoning Petition No. 549 – rezoning property at 215 Fast Ice Drive from Agricultural to Limited Commercial Manufacturing and Research (LCMR).

Held public hearing and approved Industrial Facilities Tax Exemption Certificate application for The Dow Chemical Company.

Held public hearing and approved Industrial Facilities Tax Exemption Certificate application for New-Tech, Zeigler Enterprises, Inc.

Held public hearing on the City Manager’s Proposed 2008-09 Budget.

Held public hearing and approved the Proposed 2008-09 Community Development Block Grant Budget.

Held public hearing and approved an amendment to the 2007-08 Equipment Revolving Fund budget for the purchase of a 6-person truck for the Water Department.

Authorized issuance of purchase order to Diesel Truck Sales of Saginaw, Michigan for the purchase of one crew cab service truck including trade-in of existing city unit #3-38, in the amount of $78,332.

Held second reading and adopted an ordinance establishing a Corridor Improvement Authority.

Approved Site Plan No. 276 – Wilcox Professional Services, LLC on behalf of Members First Credit Union.

Received and filed the timeline for paying the tax appeal refund to MCV for the years 2001 – 2007.

Authorized execution of deed for sale and transfer of City property located at 309 E. Grove Street to Midland County Habitat for Humanity.

Approved the proposed 2008-09 Fiscal Year Saginaw-Midland Municipal Water Supply Corporation budget for Capital Improvement and Emergency Repair Fund.

Approved request from American Legion to sell poppies in the public rights-of-way on May 15 and 16, 2008.

Authorized increase of $46,000 to the existing purchase order to CTI and Associates, Inc. of Brighton, Michigan, bringing the total purchase order to $66,000, to resolve two compliance issues.

Authorized issuance of purchase order to Advanced Underground of Westland, Michigan for the reconstruction of the concrete diversion chamber at the Wastewater Treatment Plant, in the amount of $24,883.
