MIDLAND
CITY COUNCIL
A regular meeting of the City Council was held on Monday, May 19, 2008,
at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Recognized Midland High School varsity hockey team and their coaches for
outstanding athletics and teamwork during the 2007-08 season
and the MHSAA Division 2 State Finals.
Adopted the 2008-09 City of Midland Budget, authorized the City millage
rate of 12.99, authorized the
levy of an additional 2 mills for the Downtown Development District, authorized
the imposition of a one percent (1%) tax administration fee on all taxes levied
and authorized the imposition of an additional four percent (4%) fee for taxes
paid after the tax payment due date.

Approved issuance of limited tax general obligation
judgment bonds for the purpose of paying the unfunded portion of the tax appeal
refund to the Midland Cogeneration Venture for the years 2001-2007.
Approved Site Plan No. 278 – Wolgast Corporation on
behalf of Central Property Development.
Accepted petition to close Goldenwood Drive and
directed City Manager to prepare a report.
Accepted the resignation of Father Fleming from the
Downtown Development Authority.
Approved request for fireworks display at the Midland County Fairgrounds
on June 7, 2008.
Approved request to conduct the “ROCK the Tridge”
event in the Farmers Market area on Thursday, August 21, 2008, from 5:00 – 9:00
p.m.
Authorized execution of contract with Central Asphalt, Inc. for the
reconstruction and resurfacing of Eastlawn Drive from Jefferson Avenue to
Washington Street.
Waived competitive bids and authorized issuance of purchase order not to
exceed $29,700 to Synagro of Michigan, Inc. to remove and land apply stored
biosolids from the Wastewater Treatment Plant.
Waived competitive bids and approved purchase of 12,500 gallons of
unleaded fuel from Hirschman Oil for $39,000 that was executed by the
Purchasing Agent on May 7, 2008.
Waived competitive bids and approved purchase of 12,500 gallons of
diesel fuel from Hirschman Oil for $43,037.50 that was executed by the
Purchasing Agent on April 22, 2008.
Set public hearing on Monday, June 9, 2008, at 7:00 p.m. to consider
Conditional Use Permit No. 29 – Renee Johnson for a group child day care in a
Residential A-1 zoning district at 6112 Partridge Lane.
Set public hearing on Monday, June 9, 2008, at 7:00 p.m. to consider Zoning
Petition No. 550 – Wolverine Bank – rezoning property at 1618 Dilloway Drive
from Residential A-1 to Office Service zoning.
Set public hearing on Monday, June 9, 2008, at 7:00 p.m. to consider
request from Alloy Construction Service, Inc. for an Industrial Facilities Tax
Exemption Certificate.
Set public hearing on Monday, June 9, 2008, at 7:00 p.m. to consider
approval of a Brownfield Redevelopment Plan for Alloy Construction Service,
Inc.
Set public hearing on Monday, June 9, 2008, at 7:00 p.m. on the proposed
2007-08 Wastewater Fund budget amendment for the purchase of parts for the
Trickling Filter.
Approved request from Wolverine Bank to place banners in front of their
Eastman Avenue and S. Saginaw Road locations to advertise their 75th
anniversary celebration.
