A regular meeting
of the City Council was held on Monday, June 9, 2008, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Proclaimed June 21
– 28, 2008, as Amateur Radio Week and June 28, 2008, as Amateur Radio Day in
Midland.
Held public
hearing and approved Conditional Use Permit No. 29 – a group child day care in
a Residential A-1 zoning district at 6112 Partridge Lane on 0.3 acres.
Held public
hearing and approved an Industrial Facilities Tax Exemption Certificate
application for Alloy Construction Service, Inc.
Held public
hearing and approved a Brownfield Redevelopment Plan for Alloy Construction
Service, Inc.
Held public
hearing and approved amendment to the 2007/2008 Wastewater Fund budget for the
Wastewater Treatment Plant – Trickling Filter.
Held public
hearing and approved Zoning Petition No. 550 – rezoning property located at
1618 Dilloway Drive from Residential A-1 to Office Service Zoning.
Introduction and
first reading of an ordinance to amend the City of Midland Water Ordinance.
Introduction and
first reading of an ordinance to amend the City of Midland Sewer Ordinance –
Section 28-163 of Division 3 of Article III.
Introduction and
first reading of an ordinance to amend the City of Midland Sewer Ordinance –
Section 28-124 of Division 1 of Article III.
Introduction and
first reading of an ordinance to amend the City of Midland Sewer Disposal
Ordinance.
Approved Site Plan
No. 279 – Wilcox Professional Services on behalf of Bennett Construction, Inc.
Accepted easement
for Overhead Electric Lines from the City of Midland to Consumers Energy for
the new Currie Golf Cart Storage at 1116 Currie Parkway.
Authorized the
withdrawal of the City of Midland Downtown Development Authority from the
Michigan Main Street Program.
Approved levy and collection of taxes for the July 2008 tax roll for Midland Public Schools, Midland County Educational Service Agency, Bay City Public Schools, Bay-Arenac Intermediate Schools and Delta College.
Approved levy of taxes for the July 2008 tax roll for special assessments and accounts receivable.
Received and filed
quarterly financial statements of the City of Midland for the quarter ending
March 31, 2008.
Made the following
Traffic Control Order permanent:
P-08-05 Parking shall
be prohibited at the first parking stall located on the west side of Fitzhugh
Street immediately south of an existing mid-block handicap ramp to accommodate
a loading zone.
Accepted donation
from the Midland Redcoats and the Midland Softball Association for the paving,
tiling, dugout fencing, landscaping and a memorial pavilion at the Redcoats
Complex as well as a PA system for Emerson Park.
Accepted donation
from the Midland Girls Softball League for batting cages to be constructed at
Optimist Park.
Approved request
from the Friends of the Pere Marquette Rail Trail to conduct a Bike and Skate
event on Saturday, August 9, 2008.
Approved request
for Temporary Outdoor Service Liquor Licenses to Main Street Sports Pub and Oscar’s
Restaurant on June 21, 2008.
Approved
construction bid from Tancor Corporation of Midland, Michigan for the Municipal
Services Annex Building structural repair, in the amount of $58,500.
Waived bid
requirement and approved purchase of 12,500 gallons of diesel fuel from
Hirschman Oil for $47,250 that was executed by the Purchasing Agent on May 12,
2008.
Extended Contract
with Brodart Company for the same discounts, terms and conditions of the
present contract in an amount not to exceed $300,000 for Book Ordering and Book
Processing Services for the Grace A. Dow Memorial Library for fiscal year
2008/2009.
Authorized issuance
of purchase order to Tancor Corporation of Midland, Michigan for the Wastewater
Treatment Plant – Lintel Masonry Repairs, Bid No. 3109, in the amount of
$38,175.
Authorized
increase to existing purchase order to Fisher Contracting Company of Midland,
Michigan for the delivery of sand to the Landfill, in the amount of $20,000.
Set public hearing
on Monday, July 14, 2008, at 7:00 p.m. to consider Zoning Petition No. 552 –
rezoning property at 4916, 4920 and 5000 N. Saginaw Road from Regional
Commercial to Office Service zoning.
Set public hearing
on Monday, July 14, 2008, at 7:00 p.m. to consider Zoning Text Amendment No.
147A – increase allowable wall signage in the “C” Circle zoning district from
40 square feet to 100 square feet.
Set public hearing
on Monday, June 23, 2008, at 7:00 p.m. to consider request from Evergreen
Solar, Inc. for an Industrial Facilities Tax Exemption Certificate.
Set public hearing
on Monday, June 23, 2008, at 7:00 p.m. on a proposed 2007-08 MCTV Fund budget
amendment.
Approved request
from the American Red Cross to use the lawn area near the Farmers Market on
Saturday, June 21, 2008.
