MIDLAND CITY COUNCIL

A regular meeting of the City Council was held on Monday, July 21, 2008, at 7:00 p.m. Mayor Johnson presided with all Councilmen present.

Received and filed presentation on MBS International Airport.

Introduction and first reading of an ordinance amending the City of Midland Sewers and Sewage Disposal Ordinance Section 28-102. Definitions and Section 28-129. General discharge prohibitions.

Authorized implementation of Public Input process for the 2009-10 City of Midland Budget and enter into a contract with Kezziah Watkins to facilitate said process at a cost not to exceed $49,700.

Made the following Traffic Control Order permanent:

P-08-14 Parking shall be prohibited on the south side of Wackerly Street from Perrine Road to Sturgeon Avenue.

Authorized execution of three year agreement with Midland Tomorrow for economic development services.

Authorized issuance of purchase order to Magazine Subscription Service Agency for periodical and newspaper subscription services for the Grace A. Dow Memorial Library in an amount not to exceed $21,000.

Authorized issuance of purchase order to Synagro Central of Baltimore, Maryland to apply up to 3,000,000 gallons per year for three years beginning July 1, 2008 of Wastewater Treatment Plant biosolids in the amount of $92,700.

Authorized issuance of purchase order to Bader and Sons of St. Louis, Michigan in the amount of $53,052.88 and Spartan Distributors of Sparta, Michigan in the amount of $128,269.03 for the purchase of ground maintenance equipment based on bids from the State of Michigan Extended Purchase Program.

Authorized issuance of purchase order to Krotzer Contracting of Midland, Michigan for the 2008-09 Sidewalk Replacement Program in the amount of $40,000.

Set public hearing for Monday, August 11, 2008, at 7:00 p.m. on the proposed budget amendment to 2008-09 Landfill Fund to expand the scope of the Type III Landfill Cell Hydrogeologic Study.
