A regular meeting of the City Council was held on Monday, August 25,
2008, at 7:00 p.m. Mayor Johnson
presided.

Proclaimed September 7-13, 2008, as Assisted Living
Week in Midland.
Proclaimed September 7, 2008 as Suicide Awareness
and Prevention Day in Midland.
Received and filed the Midland Tomorrow 2007 Annual Report and the 2007
Audit.
Held public hearing and approved the 2008 Goldenwood Drive Street
Improvement Special Assessment District Special Assessment Roll.
Approved Site Plan No. 284 – Three Rivers
Corporation on behalf of Senior Services – Midland County Council on Aging.
Made the following Traffic Control Orders Permanent:
P-08-15 Parking
shall be prohibited on the north side of Union Street and shall be two-hour
parking on the south side of Union Street from Ashman Street to Gordon Street.
P-08-16 Parking
shall be prohibited on Union Street from Indian Street to 100 feet east of
Indian Street.
R-08-01 The
speed limit of Jefferson Avenue from Joe Mann Boulevard to the north City
limits shall be 45 mph and from Joe Mann Boulevard to Wackerly Street shall be
35 mph and that TCO R-05-01 and TCO R-05-02 shall be rescinded.
Affirmed the City of Midland’s contractual
obligation undertaken by the Saginaw-Midland Municipal Water Supply Corporation’s
1992 bond contract and agreed to the continuing disclosure undertaking.
Appointed Ken Arthur, Assistant Director of Human
Resources, as officer delegate and Paula J. Whittington, Director of Human
Resources, as alternate officer delegate to the MERS annual meeting.
Accepted resignation of David Dauer from the Parks
and Recreation Commission.
Waived bid requirement and authorized the Grace A. Dow Memorial Library
to purchase automated services from the Valley Library Consortium for the
2008/09 fiscal year in an amount not to exceed $90,000.
Authorized execution of Housing Construction Agreement between the City
of Midland, Midland Public Schools and Lori Poungthana, Trustee of the
Irrevocable Special Needs Trust f/b/o Jeremy Paul Conway dated August 3, 2004
(The “Trust”) to participate in a joint project to construct a handicap
accessible residential dwelling at 204 Vail Street.
Approved the purchase of Software maintenance in
the amount of $107,853.75.
Authorized issuance of purchase order to J & D
Plumbing of Sanford, Michigan for the purchase and installation of two replacement
boilers at Riverside Place, in the amount of $34,365.
Waived bid requirement and approved purchase of 12,421 gallons of diesel
fuel from Hirschman Oil for $40,517.30 that was executed by the Purchasing
Agent on August 12, 2008.
Authorized issuance of purchase order to JDE Equipment of Traverse City,
Michigan for the purchase of a skid-steer loader, a tractor-loader-backhoe, and
an articulated loader based on bids from the State Extended Purchasing Program,
in the amount of $211,088.
Set public hearing for Monday, September 15, 2008, at 7:00 p.m. on
Zoning Petition No. 553 – Rapanos Enterprises.
Set public hearing for Monday, September 8, 2008, at 7:00 p.m. on the
request from Faulkner Construction Company to establish an Industrial
Development District.
