A regular meeting of the City Council was held on Monday, October 13,
2008, at 7:00 p.m. Mayor Pro Tem Adams
presided.

Proclaimed October 2008 as Domestic Violence
Awareness Month in Midland.
Proclaimed October 1-31, 2008 as Roller Skating
Month in Midland.
Held public hearing and approved the 2008-2009 City budgets and
financial working plans amendment to increase appropriations and funding for
June 30, 2008 encumbrances.
Held public hearing and approved amendment to the 2008-09 General Fund
and Debt Service Fund budgets to recognize the 2008-09 debt service requirement for the 2008 Judgment Bonds.
Held public hearing and approved amendment to the 2008-09 Downtown
Development Authority budget for MVCC (Ashman Court) Limited Partnership tax
appeal refund.
Accepted donation from The Charles J. Strosacker Foundation in the
amount of $13,600 for the purpose of preparing a feasibility study for the
possible renovation and marketability improvements to the Washington Woods
Senior Housing Community and awarded the project to Dow Howell Gilmore
Associates Inc. of Midland, Michigan.
Approved amended Michigan Liquor Control Commission
resolution reflecting the correct address and stockholders for the Artful
Dodger Brewing Company new Class C license with Dance-Entertainment Permit.
Extended the “Three Free” fee waiver for yard waste
through the leaf collection program.
Received and filed the 2007-08 Library Board Annual
Report.
Received and filed the 2007-08 Cable Access Advisory
Commission Annual Report.
Made the following Traffic Control Orders permanent:
D-08-01 Traffic
signal operation at the intersection of Saginaw Road with Austin Street and Bay
City Road shall operate in full color mode from 5:30 a.m. to 11:30 p.m. and in
flash mode from 11:30 p.m. to 5:30 a.m. daily.
P-08-18 Parking
shall be prohibited in the cul-de-sac located at the end of Grant Lane.
P-08-19 Parking
shall be prohibited on Joseph Drive.
P-08-20 Parking
shall be prohibited on Diamond Drive from 300 feet east of Soccer Drive to
Joseph Drive.
P-08-21 Parking
shall be prohibited on Jefferson Avenue from 215 feet south of Haley Street to
George Street (vacated).
P-08-22 Parking
shall be prohibited on the south side of Vail Street from 50 feet east of
Jefferson Avenue to Cambridge Street.
P-08-23 Parking
shall be prohibited for two parking spaces on the north side of Main Street directly
adjacent to and east of the front entrance to the First United Methodist Church located at 315
W. Larkin to accommodate a loading zone.
R-08-02 The
speed limit of Saginaw Road from Eastman Avenue to the Jefferson Avenue cut-off
northwest of the Circle shall be 40 mph.
R-08-03 The
speed limit of Stark Road from North Saginaw Road to Airport Road shall be 45
mph.
Approved request from The Little Forks Conservancy for use of the grassy
area near the Farmers Market.
Waived bid requirement and approved purchase of 12,500 gallons of diesel
fuel from Hirschman Oil for $41,437.50 that was executed by the Purchasing
Agent on September 24, 2008.
Waived bid requirement and approved purchase of 13,400 gallons of
unleaded fuel from Karbowski Oil for $36,046 that was executed by the
Purchasing Agent on October 2, 2008.
Authorized issuance of purchase order to Wieland
Sales of Bay City, Michigan for the purchase of one single axle dump truck, in
the net amount of $87,161.11.
Authorized issuance of purchase order to Shults
Equipment of Ithaca, Michigan for the purchase of carbide cutting blades for
snow plowing operations this winter, in the amount of $29,984.50.
Authorized issuance of purchase order to Bell
Equipment of Lake Orion, Michigan for the purchase of a three-wheeled street
sweeper, in the net amount of $135,900.
Authorized issuance of purchase order to Great
Lakes Service of Detroit, Michigan for the purchase of two residential refuse
trucks, in the net amount of $490,650.
Authorized issuance of purchase order to Voice
Motor Sales of Kalkaska, Michigan for the purchase of one tilt-cab dump truck,
in the amount of $42,179.
Authorized issuance of purchase order to Utility
Services of Belleville, Michigan for the Trenchless Sewer Line Repair, Bid No.
3140, in the amount of $168,000.
Authorized increase of $25,000 to existing purchase order to Advanced
Underground Inspections, LLC of Detroit, Michigan for the sealing of manhole
chimneys.
Authorized increase of $3,992 to existing purchase order to Briggs
Contracting of Sanford, Michigan for the crushing of 4,300 tons of concrete.
Set public hearing for Monday, October 27, 2008, at 7:00 p.m. on the
request from The Dow Chemical Company for an Industrial Facilities Tax
Exemption Certificate.
Set public hearing for Monday, October 27, 2008, at 7:00 p.m. on the
request from Dow AgroSciences, LLC for an Industrial Facilities Tax Exemption
Certificate.
Set public hearing for Monday, October 27, 2008, at 7:00 p.m. on the
proposed amendment to the 2008-09 Special Assessment Revolving Loan Fund and
Local Street Fund budgets to provide budgetary authorization for the Goldenwood
Drive Street Closure Project.
