MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, April 13, 2009,
at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Received Michigan Department of Transportation
update on various projects in Midland.
Proclaimed April 24, 2009 as Arbor Day in Midland.
Held public hearing and approved continuation of the curbside recycling
program with collection reduced to once per month. (Yeas:

Held public hearing and approved Zoning Petition
No. 557 – rezoning property at 6500 and 6501 Airport Road from Lincoln Township
zoning to Limited Commercial, Manufacturing and Research (LCMR) zoning
district.
Held public hearing and approved Zoning Text Amendment No. 148A –
increasing the additional permitted uses by right to Article 22 – Limited
Commercial, Manufacturing and Research (LCMR) zoning district.
Held public hearing and approved Zoning Petition No. 559 – rezoning
property at 8506 Sturgeon Avenue from Larkin Township zoning to Residential A-1
zoning district.
Held public hearing and approved Zoning Petition No. 560 – rezoning
property at 4674 E. Wheeler Road from Midland Township zoning to Agricultural
zoning district.
Held second reading and adopted an ordinance amendment adopting the
Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps and
Enforcement Process for the City of Midland.
Received and filed the City Manager’s 2009-10 Proposed Budget and set two public hearings on the budget, April 27, 2009, at 7:00 p.m. and May 11, 2009, at 7:00 p.m.
Received and filed the report on the boards and commissions appointment
process.
Accepted Easement Agreement from Jesse John Sanders and Sabrina M. Novak
for a sanitary sewer pump station on the west side of Sandow
Road.
Received and filed the 2008 Saginaw-Midland Municipal Water Supply
Corporation Annual Report.
Confirmed City Manager’s reappointments to the
Downtown Development Authority.
Updated authorized persons to sign City of Midland checks and approve
electronic transfer of funds to and from City of Midland depository accounts.
Approved request to hold a TEA Party Protest/Rally
on April 15, 2009.
Set public hearing of necessity on Monday, May 11, 2009, at 7:00 p.m. on
the 2009 Sidewalk Improvement Program.
Set public hearing on Monday, April 27, 2009, at 7:00 p.m. on a proposed
amendment to the 2008-09 City budgets and financial working plans.
