OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, May 11, 2009, at 7:00 p.m.  Mayor Johnson presided with all Councilmen present.

 

Proclaimed May 19, 2009 as Midland Lions Club Day in Midland.

 

Proclaimed May 30, 2009 as Midland Blooms Day in Midland.

 

Held public hearing on the City Manager’s Proposed 2009-10 Budget.

 

Held public hearing and approved the special assessment roll for the 2009 Downtown Economic Revitalization Public Improvement Special Assessment District. 

 

Held public hearing and determined the necessity for the 2009 Sidewalk Improvement Program and directed the City Assessor to prepare an assessment roll.

 

Held public hearing and approved the Proposed 2009-10 Community Development Block Grant Budget.

 

Held second reading and amended Section 21-130 of Article VIII of Chapter 21 – Parking Violations and Penalty Schedule.

 

Held first reading of an ordinance amending Section 21-72 Swimming Pool Fees.

 

Held first reading of an ordinance amending Section 21-73 General Recreation Fees.

 

Expressed support for a new Renaissance Zone for The Dow Chemical Company.

 

Approved Site Plan No. 289 for a medical office building located at 501 Fast Ice Drive.

 

Approved Site Plan No. 290 for an expansion to a pipe supply warehouse located at 3137 South Saginaw Road.

 

Acknowledged grant of $1,500 to MCTV from the Michigan Baseball Foundation.

 

Received a copy of the Recovery Act:  Edward Byrne Memorial Justice Assistance Grant Application for review.

 

Authorized execution of Memorandum of Agreement with the Federal Aviation Administration for Barstow Airport automated weather observation system.

 

Made the following Traffic Control Orders permanent:

         S-09-02    Kentwood Drive shall yield to Corrine Street; and Traffic Control Order S-84-03 shall be rescinded.

         S-09-03    5th Street shall yield to Grove Street.

         S-09-04    Northbound Jefferson Avenue shall yield to the Jefferson Crossover.

 

Approved request from the Midland Community Center for use of Central Park for an Outdoor Family Campout on June 19 and 20, 2009.

 

Authorized execution of contract with Pyramid Paving Company for the 2009 Local Street Reconstruction; Contract No. 2, in the amount of $297,195.50.
