OFFICIAL SYNOPSIS
MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, June 8, 2009,
at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Recognized H.H. Dow High School Girls’ Tennis Team for their outstanding
Division 1 State Championship win on May 30, 2009.
Proclaimed the week of June 22-28, 2009, as Amateur Radio Week and June
28, 2009, as Amateur Radio Day in Midland.
Accepted and acknowledged receipt of a “Class 5” floodplain management
rating from the Federal Emergency Management Agency Community Rating System
program.
Held public hearing and directed staff to incorporate into the Final
Landfill Gas to Energy Project Plan, 1) a list of the attendees of the public
hearing on the proposed plan, 2) responses to any written comments that were
received during the public comment period for the proposed plan, and 3) a
description of any changes which were made to the project as a result of the
public participation process.
Held first reading of an ordinance amending Section 28-52 Filtered Water
Rates.
Held first reading of an ordinance amending Section 28-163 Sewer Rates.
Approved Final Plat of Scenic Estates No. 7.
Received and filed the report on the boards and commissions interview
process.
Accepted grant award from the Midland Area Community Foundation for a
League of American Bicyclists, Bicycle Friendly Community Workshop.
Approved the purchase of property located at 1005 North Street.
Approved levy and collection of taxes for the July 2009 tax roll for Midland Public Schools, Midland County Educational Service Agency, Bay City Public Schools, Bay-Arenac Intermediate Schools and Delta College.
Approved levy of taxes for the July 2009 tax roll for special assessments and accounts receivable.
Confirmed City Manager’s reappointment of Greg Adkins and Dave Ginis to
the Corridor Improvement Authority.
Approved request from Oscars Restaurant and The H Hotel for a temporary
outdoor service liquor license on June 20, 2009.
Approved request from the Midland Area Chamber of Commerce to place
signs in the public right-of-way on June 18, 2009.
Extended contract with Brodart Company for book ordering and book
processing services for the Grace A. Dow Memorial Library for fiscal year
2009/2010, in an amount not to exceed $300,000, and authorized issuance of
purchase order.
Authorized issuance of purchase order to Western Lime of West Bend, WI for
the annual purchase of Calcium Oxide, Bid No. 3186, in the sum of $151,200.
Authorized issuance of purchase order to PVS Technologies, Inc. of
Detroit, MI for the annual purchase of Ferric Chloride, Bid No. 3186, for a
total aggregate amount of $294,000.
Authorized issuance of purchase order to LCI Ltd of Jacksonville Beach,
FL for the annual purchase of Hydrofluosilicic Acid, Bid No. 3186, in the
amount of $65,504.
Authorized issuance of purchase order to ETNA Supply Company of Grand
Rapids, MI for the annual purchase of Water Service Fittings, Bid No. 3185, in
the amount of $26,940.49.
Authorized issuance of purchase order to Reynolds Inliner of Hilliard,
OH for Trenchless Sewer Repairs, Bid No. 3189, in the amount of $242,600.
Authorized execution of contract with Malley Construction, Inc. of Mt.
Pleasant, MI for the “2009 Swede Avenue Reconstruction and Sanitary Sewer;
Contract No. 6”, in the amount of $672,650.90.
Set public hearing for Monday, June 22, 2009, at 7:00 p.m. on the
proposed 2009-10 Community Development Block Grant Budget Amendment.
Accepted the special assessment roll for the “2009 Sidewalk Improvement
Special Assessment District’ and set public hearing on said roll for Monday,
July 13, 2009, at 7:00 p.m.
