MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, July 27, 2009,
at 7:00 p.m. Mayor Johnson presided with all Councilmen present.
Held public hearing and approved an amendment to the 2009-10 Grace A.
Dow Memorial Library fund budget to recognize a donation from the Friends of
the Library.
Held public hearing and approved an amendment to the 2009-10 Dial-A-Ride
fund for the purchase of three new buses.
Authorized purchase of three new buses through the
State of Michigan’s Extended Purchasing Program.
Held second reading and adopted an ordinance amending Civic Arena fees.
Accepted the Non-Motorized Transportation Advisory Committee’s
Presentation and adopted the 2009 City of Midland Non-Motorized Transportation
Improvement Plan.
Received and filed the Staff Report on the Curbside Recycling Contract
Renegotiation.
Accepted Jim Schroeder’s resignation from the Board
of Review.
Appointed Jackson Hallett and Ray Senesac to the
Aviation Advisory Commission.
Appointed James Stewart to the Planning Commission.
Confirmed City Manager’s appointment of Daniel
Cline to the Downtown Development Authority.
Recognized the Humane Society of Midland County as
a non-profit organization for registering with the Charitable Gaming Division
of the Michigan Lottery.
Made Traffic Control Order P-09-03 permanent – parking shall be
permitted on E. St. Andrews Road between 250’ and 50’ from the intersection of
Washington Street and that the related portion of TCO P-72-02 shall be
rescinded.
Waived bid requirement and authorized purchase of automated services
from the Valley Library Consortium for the 2009-10 fiscal year for the Grace A.
Dow Memorial Library, in an amount not to exceed $95,000.
Waived bid requirement and authorized purchase of
electronic online services and staff training from the Michigan Library
Consortium for the 2009-10 fiscal year for the Grace A. Dow Memorial Library,
in an amount not to exceed $50,000.
Authorized issuance of purchase order to Graham Construction
of Saginaw, Michigan for masonry repairs at the Wastewater Treatment Plant, in
the amount of $372,704.88.
Authorized execution of service agreement with the
Arnold Center of Midland, Michigan for janitorial services at the Water
Treatment Plant, with a total annual amount not to exceed $27,699.24.
Authorized execution of contract with Pat’s Gradall Service, Inc. for
the 2009 Cherry and Michigan Water Main Replacement; Contract No. 10, in the
amount of $121,384.
Authorized execution of Michigan Department of Transportation
Contract No. 2009-0585 Snow Removal Equipment (SRE) at Jack Barstow Municipal
Airport.
Set public hearing on Monday, August 24, 2009, at 7:00
p.m. on Zoning Petition No. 562 – The Dow Chemical Company – to rezone property
at 1605 Austin Street from Regional Commercial to Industrial B zoning district.
