MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, October 5,
2009, at 7:00 p.m. Mayor Johnson
presided with all Councilmen present.
Proclaimed October 2009 as Invest in Abilities
Month in Midland.
Held public hearing and approved the 2009-10 Downtown Development
Authority budget amendment to appropriate $50,000 for the initiation and
expense of a newly-created “retail incubator program”.
Held public hearing and approved the 2009-10 City budgets and financial
working plans amendment to increase appropriations and funding for June 30,
2009 encumbrances.
Held first reading of an ordinance to provide
payment in lieu of taxes (PILOTs) for the Affordable Housing Alliance (AHA). (Yeas:

Rokosz)
Approved one-year time extension for Site Plan No.
267 to construct a 10,000 sq. ft. addition at 3600 Centennial Drive.
Authorized execution of Fifth Amendment to the
Homer Township Water Service Agreement.
Received the 2008-09 Library Board Annual Report.
Made Traffic Control Order S-09-07 permanent – Whiffletree Lane shall
stop for Wackerly Street.
Approved request from H.H. Dow High School to conduct Homecoming Parade
on October 16, 2009, utilizing the public right-of-way.
Waived bid requirement and approved purchase of 13,400 gallons of diesel
fuel from Karbowski Oil for $25,171.90 that was executed by the Purchasing
Agent on September 15, 2009.
Authorized issuance of purchase order to AIS
Construction of Bridgeport, Michigan for the purchase of carbide cutting blades
for snow plowing operations, in the amount of $27,396.06.
Approved purchase of duplex at 406-408 Eastlawn
Drive.
Authorized execution of Michigan Department of
Transportation Construction Contract No. FM 56-1-C39 with United Petroleum Equipment
Inc. of Battle Creek, Michigan for Fuel Tank Installation at
Jack Barstow Municipal Airport.
Authorized execution of Design Services Contract
Amendment with Mead & Hunt, Inc. for the Fuel Tank Installation Project at
Jack Barstow Municipal Airport.
Authorized increase to existing purchase order to Fishbeck, Thompson, Carr & Huber of Grand Rapids, Michigan for redesign and
bid phase services for Chemical Feed Systems Improvements at the Water Plant,
bringing the total final amount of the purchase order to $126,900.
Authorized issuance of purchase order to Fishbeck, Thompson, Carr & Huber of Grand Rapids, Michigan for professional
services related to the construction segment of the Chemical Feed Systems
Improvements at the Water Plant, in the amount of $178,000.
Authorized issuance of purchase order to Gerace
Construction of Midland, Michigan for the supply and installation of aluminum
handrails at the Wastewater Treatment Plant, in the amount of $14,200.
