A regular meeting of the City Council was held on Monday, March 22, 2010, at 7:00 p.m.  Mayor Donker presided with all Councilmen present.


Held public hearing and approved amendment to Zoning Ordinance Section 21.00, to include the DNO – Downtown Northside Overlay District in the City of Midland Zoning Ordinance No. 1585.


Held public hearing and approved request from Dow AgroSciences, LLC for an Industrial Facilities Exemption Certificate.


Directed City Clerk to notify taxing jurisdictions that the City Council will consider the request from The Dow Chemical Company and Tata Consulting Services for a personal property tax exemption for their Business Process Services Center project on April 12, 2010, at 7:00 p.m.


Accepted three new streets into the City of Midland Local Street System as required by the Michigan Department of Transportation for Act 51 funding.


Reappointed boards and commissions incumbents.


Received and filed the City safety program update report.


Accepted resignation of Doug Hail from the Board of Review.


Accepted resignation of Paula Liveris from the Downtown Development Authority.


Accepted resignation of William Eyre from the Planning Commission.


Appointed John Young and Paul Ballard to the Planning Commission.


Received and filed the Saginaw-Midland Municipal Water Supply Corporation’s 2009 Annual Report.


Waived bids and approved purchase of 13,395 gallons of Winter Blend diesel fuel from Karbowski Oil for $28,262.11 that was executed by the Purchasing Agent on March 2, 2010.


Authorized increase of $4,300 to the existing purchase order to Pyramid Paving Company of Essexville for the repair and replacement of asphalt roads at the Sanitary Landfill, bringing the total purchase order to $80,661.15.


Authorized City Manager to sign Authorization for Change in Standard Streetlighting Contract subject to City Attorney’s approval and authorized City Clerk to sign Consumers Energy resolution.


Set public hearing on Monday, April 12, 2010, at 7:00 p.m. on Zoning Petition No. 564 – rezoning property at 218 Fast Ice Drive from Agricultural to Limited Commercial, Manufacturing and Research (LCMR) zoning.


Set public hearing on Monday, April 12, 2010, at 7:00 p.m. to consider revisions to the City of Midland Zoning Ordinance No. 1585.


Set public hearing on Monday, April 12, 2010, at 7:00 p.m. on the request from Consolidated Graphics, Inc. to establish an Industrial Development District.
