MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, May 10, 2010,
at 7:00 p.m. Mayor Donker presided with all Councilmen present.
Proclaimed May 22, 2010 as Midland Blooms Day in
Midland.
Recognized the 25th anniversary of the
east wing of Washington Woods Senior Living Community.
Held public hearing of necessity and denied the 2010 Sidewalk
Improvement Program. (Yeas: Gaynor Nays: Adams, Donker, Johnson, Wazbinski)
Held public hearing on the 2010-11 Proposed Budget.
Held public hearing and approved the 2010-11 Community
Development Block Grant Budget.
Held second reading and adopted an ordinance amending Section 34-5 -
Municipal Civil Infractions.
Held second reading and adopted an ordinance amending Section 26-3
through 26-7 – Weed Control and adding Section 26-8 – Weed Enforcement.
Held first reading of an ordinance to amend Section
2-272 – Dial-A-Ride Commission membership requirements.
Held first reading of an ordinance to amend Section
17-5 – Parks and Recreation Commission meeting requirements.
Held first reading of an ordinance to amend Sections
15-135 and 15-137 – Cable Access Advisory Commission.
Received staff report on Curbside Recycling Bid options and scheduled
public hearing for Monday, May 24, 2010, at 7:00 p.m. to receive public input
on said options.
Accepted donation from the Midland Softball
Association for drainage improvements at the Redcoats Complex.
Received and referred petition from Consolidated Graphics Properties II,
Inc. for a water main on Wackerly Street to the Engineering Department for
consideration of inclusion in the 2010 Construction Program.
Determined the necessity for the “2010 Wackerly Water Main Improvement
Special Assessment District” and set public hearing of necessity on said
district for Monday, May 24, 2010, at 7:00 p.m.
Received and filed the 2009 Annual Drinking Water Quality Report.
Received and filed the Saginaw-Midland Municipal Water Supply
Corporation 2010-11 Budget for Capital Improvement and Emergency Repair Fund.
Authorized sale at public auction on May 22, 2010 of
surplus computer equipment and other departmental surplus items.
Recommended approval for a new Dance Permit in conjunction with a Resort
Class C licensed business with Entertainment Permit located at 1300 Currie
Parkway.
Approved request for charity barefoot walk on June 12, 2010, beginning
and ending in the Farmers Market area.
Waived bid requirement and approved purchase of 13,400 gallons of
regular #2 diesel fuel from Karbowski Oil of Bay City, Michigan for $30,820
that was executed by the Purchasing Agent on April 20, 2010.
Authorized payment to Braun, Kendrick, Finkbeiner, P.L.C.
for contracted legal services relating to the MCV tax appeals, in an amount not
to exceed $100,000.
Authorized payment to George E. Sansoucy, P.E., L.L.C.
for contracted appraisal services relating to the MCV tax appeals, in an amount
not to exceed $50,000.
Authorized issuance of purchase order to Plunkett
Cooney of Detroit, Michigan for professional labor relations, in an amount not
to exceed $40,000.
Authorized execution of contract with Central Asphalt, Inc. of Mt.
Pleasant, Michigan, for the “2010 Cambridge and Rodd Street Reconstruction;
Contract No. 1”, in the amount of $143,778.
Accepted Easement Agreement for water mains at
Midland County Jail Site.
Authorized increase of $23,000 to existing purchase order with CTI and
Associates, Inc. of Wixom, Michigan, for general engineering services at the
landfill, bringing the total purchase order to $43,000.
Set public hearing on Monday, June 14, 2010, at 7:00 p.m. on Zoning
Petition No. 566 – rezoning property at 7550 Eastman Avenue from Larkin
Township to the City of Midland Regional-Commercial zoning classification.
Set public hearing on Monday, June 14, 2010, at 7:00 p.m. on Zoning
Petition No. 567 – rezoning property at 4594(A) East Wheeler Street from
Midland Township to the City of Midland Agricultural zoning classification.
Set public hearing on Monday, June 14, 2010, at 7:00 p.m. on Zoning
Petition No. 568 – rezoning property at 4594(B) East Wheeler Street from
Midland Township to the City of Midland Agricultural zoning classification.
Set public hearing on Monday, June 14, 2010, at 7:00 p.m. on Zoning
Petition No. 569 – rezoning property at 4574 East Wheeler Street from Midland
Township to the City of Midland Agricultural zoning classification.
Set public hearing on Monday, June 14, 2010, at 7:00 p.m. on Zoning
Petition No. 570 – rezoning property at 5217 Isabella Street from Homer Township
to the City of Midland Residential A-1 zoning classification.
Set public hearing on Monday, June 14, 2010, at 7:00 p.m. on Zoning
Petition No. 571 – rezoning property at 7412 Perrine Road from Larkin Township
to the City of Midland Residential A-1 zoning classification.
