MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, May 24, 2010,
at 7:00 p.m. Mayor Donker presided with all Councilmen present.
Held public hearing and directed staff to negotiate a contract with
Republic Services for curbside recycling services for July 1, 2010 through June
30, 2015. (Yeas: Adams, Donker, Gaynor,
Wazbinski Nays:
Johnson)
Held public hearing and determined the necessity for the “2010 Wackerly
Water Main Improvement Special Assessment District” and directed the City
Assessor to prepare an assessment roll.
Accepted the special assessment roll for the “2010
Wackerly Water Main Improvement Special Assessment District” and set public
hearing on said roll on Monday, June 14, 2010, at 7:00 p.m.
Held second reading and adopted an ordinance amending
Section 2-272 of the Dial-A-Ride Advisory Commission ordinance.
Held second reading and adopted an ordinance amending
Section 17-5 of the Parks and Recreation ordinance.
Held second reading and adopted an ordinance amending
Section 15-135 and 15-137 of the Midland Community Televison ordinance.
Adopted the 2010-11 City of Midland Budget, authorized
the City millage rate of 13.94, authorized the levy of an additional 2 mills
for the Downtown Development District, authorized the imposition of a one
percent (1%) tax administration fee on all taxes levied and authorized the
imposition of an additional four percent (4%) fee for taxes paid after the tax
payment due date.
Received and filed the City of Midland financial reports for the
quarters ending September 30, 2009, December 31, 2009, and March 31, 2010.
Approved Site Plan No. 295 – Community Mental Health – for a 22,940
square foot office building located at 218 Fast Ice Drive.
Accepted review of applicants to current boards and commissions
vacancies and appointed Council members to conduct interviews and make
recommendations for appointment.
Accepted donation from the Midland Community Tennis
Center for renovations to the Central Park tennis courts.
Decertified a portion of Ellsworth Street from the
City of Midland Street System and Michigan Department of Transportation for Act
51 funding.
Revoked Industrial Facilities Tax Exemption
Certificates #99-122 and #99-123 for Design Craftsmen.
Reappointed Jenny Anderson to the Downtown
Development Authority Board.
Authorized execution of Contract No. 10-5242 with
the Michigan Department of Transportation for Saginaw Road Resurfacing.
Authorized execution of agreement with CCG Systems,
Inc. for software and services in the amount of $95,760.
Authorized execution of the First Amendment to the 1979 Supplemental
Agreement between the City of Midland and The Dow Chemical Company, and
authorized execution of Memorandum of Understanding to clarify the meaning and
intent of Article XXI of the Supplemental Agreement.
Authorized execution of Change Order #1 to contract
with Catskill Remedial Contracting Services, Inc. of Otsego, Michigan for the
Landfill Gas Collection System, in the amount of $58,972.40 bringing the total
contract to $1,403,284.76.
Authorized issuance of purchase order to Michigan
Pipe & Valve of Saginaw, Michigan for Water Service Fittings – Bid No. 3256
in the amount of $31,378.31.
Authorized issuance of purchase order to MidMichigan Urgent Care for occupational health services in
an amount not to exceed $30,000.
Recognized Scott Gaynor for his service to the
Midland community as a Midland City Council member. (Yeas:
