MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, June 14, 2010, at 7:00 p.m.  Mayor Donker presided.

Proclaimed week of June 21 – 27, 2010, as Amateur Radio Week and June 26, 2010, as Amateur Radio Day in Midland.

 

Held public hearing and approved the 2010 Wackerly Water Main Improvement Special Assessment District Special Assessment Roll.

 

Held public hearing and approved Zoning Petition No. 566 – rezoning property at 7550 Eastman Avenue from Larkin Township to the City of Midland Regional Commercial Zoning Classification.

 

Held public hearing and approved Zoning Petition No. 567 – rezoning property at 4594(A) East Wheeler Street from Midland Township to the City of Midland Agricultural Zoning Classification.

 

Held public hearing and approved Zoning Petition No. 568 – rezoning property at 4594(B) East Wheeler Street from Midland Township to the City of Midland Agricultural Zoning Classification.

 

Held public hearing and approved Zoning Petition No. 569 – rezoning property at 4574 East Wheeler Street from Midland Township to the City of Midland Agricultural Zoning Classification.

 

Held public hearing and approved Zoning Petition No. 570 – rezoning property at 5217 Isabella Street from Homer Township to the City of Midland Residential A-1 Zoning Classification.

 

Held public hearing and approved Zoning Petition No. 571 – rezoning property at 7412 Perrine Road from Larkin Township to the City of Midland Residential A-4 Zoning Classification.

 

Held first reading of an ordinance amending Section 28-52 – Water Rates.

 

Held first reading of an ordinance amending Section 28-163 – Sewer Rates.

 

Gave Tentative Approval to the Preliminary Plat of Broadhead Estates No. 3.

 

Gave Final Approval to the Preliminary Plat of Broadhead Estates No. 3.

 

Approved the “Complete Streets” Policy for the City of Midland.

 

Approved levy and collection of taxes for the July 2010 tax roll for Midland Public Schools, Midland County Educational Service Agency, Bay City Public Schools, Bay-Arenac Intermediate Schools and Delta College.

 

Approved levy of taxes for the July 2010 tax roll for special assessments and accounts receivable.

 

Acknowledged receipt of and authorized City Council to accept the Freedom of Information Act denial appeal filed by Robert Hall.

 

Confirmed reappointment of Cliff Miles and Clint Struthers to the Center City Authority.

 

Made appointments to the Library Board and the Parks and Recreation Commission.

 

Made Traffic Control Order P-10-05 Permanent – parking shall be prohibited on the south side of Williams Street from Rodd Street to 80’ west.

 

Approved request from the Humane Society of Midland County to hold a fundraising event on October 2 and charge an entry fee.

 

Authorized execution of an agreement with Meadowbrook Insurance Group for property and liability insurance for the period of July 1, 2010 through June 30, 2011, in the amount of $481,133 and for cyber insurance in an amount not to exceed $20,000.

 

Authorized exeuction of contract extenstion with Brodart Company for Book Ordering and Book Processing Services for the Grace A. Dow Memorial Library for fiscal year 2010/2011 in an amount not to exceed $225,000.

 

Authorized issuance of purchase order to AECOM Technical Services for construction engineering services for the 2010 S. Saginaw Road Reconstruction project, in the amount of $48,489.50.

 

Authorized execution of contract with McGuirk Sand-Gravel, Inc. for the 2010 Local Streets Reconstruction and Water Main Replacement; Contract No. 2, in the amount of $429,245.14.

 

Waived bid requirements and approved purchase of 13,399 gallons of E10 ethanol blend unleaded fuel from Karbowski Oil for $27,414.35 that was executed by the Purchasing Agent on May 18, 2010.

 

Waived bid requirements and approved purchase of 12,001 gallons of diesel fuel from Petroleum Traders for $25,937.76 that was executed by the Purchasing Agent on May 18, 2010.

 

Authorized issuance of purchase order in the amount of $28,896  to Brandle Roofing of Midland, Michigan for re-roofing the Cemetery maintenance building.

 

Approved request from The H Hotel for a temporary outdoor service liquor license on June 21, 2010.
