A regular meeting of the City Council was held on Monday, April 11, 2011, at 7:00 p.m. Mayor Donker presided with all Councilmen present.
Recognized the VOICES: Extraordinary Women of Midland County exhibit that will open at the Doan History Center on April 30, 2011.
Proclaimed Friday, April 29, 2011, as Arbor Day in the City of Midland.
Held public hearing and determined the necessity of the 2011 Downtown Economic Revitalization Public Improvement Special Assessment District.
Accepted the Special Assessment Roll for the 2011 Downtown Economic Revitalization Public Improvement Special Assessment District and set a public hearing on said roll for Monday, May 9, 2011, at 7:00 p.m.
Received and filed the City Manager’s 2011-12 Proposed Budget and set two public hearings on the budget, Monday, April 25, 2011, at 7:00 p.m. and Monday, May 9, 2011, at 7:00 p.m.
Accepted offer from Northeast Little League to build a restroom facility at Plymouth Park.
Accepted resignation of Lynne Luongo from the Downtown Development Authority.
Reappointed Jackson Hallett to the Aviation Advisory Commission for a term to expire June 30, 2014.
Reappointed Gayle Hanna to the Planning Commission for a term to expire June 30, 2014.
Made the following Traffic Control Orders permanent:
D-11-01 Changes the traffic signal timing operation at Washington Street and Discovery Way.
D-11-02 Changes the traffic signal timing operation at Saginaw Road and Discovery Way.
Approved request from the American Legion for Military Flyover during the Great Lakes Regional American Legion Baseball Tournament on August 4, 2011.
Approved request from The Friends of the Pere Marquette Rail-Trail for use of public right-of-way near Tridge for a Bicycle Maintenance Workshop on May 22, 2011.
Approved request from Cancer Services for use of Farmers Market facility for a Cancer Survivors Day event on June 12, 2011.
Approved request from Sam Durfee for use of Farmers Market facility for a Plant a Row program on April 23, 2011.
Waived bid requirement and approved purchase of 13,400 gallons of diesel fuel from Karbowski Oil of Bay City, Michigan for $42,873.30 that was executed by the Purchasing Agent on March 29, 2011.
Waived bid requirement and approved purchase of 13,398 gallons of unleaded fuel from Karbowski Oil of Bay City, Michigan for $38,997.56 that was executed by the Purchasing Agent on March 29, 2011.
Authorized execution of contract with A. J. Rehmus & Son, Inc. of Bay City, Michigan, for the “2011 Curb Replacement and Pavement Patching; Contract No. 3”, in the amount of $290,000.
Authorized issuance of purchase order to Helger Construction of Midland, Michigan, for Drain Vault Reconstruction, in the amount of $66,417.
Authorized issuance of purchase order to Synagro Central of Baltimore, Maryland, for Primary Digester Cleaning & Land Application, in the amount $34,000.
Set public hearing of necessity for Monday, May 9, 2011, at 7:00 p.m. on the 2011 Sidewalk Improvement Program.
Set public hearing for Monday, May 9, 2011, at 7:00 p.m. on the request from Dow AgroSciences, LLC for an Industrial Facilities Tax Exemption Certificate.
