MIDLAND CITY COUNCIL

A regular meeting of the City Council was held on Monday, April 25, 2011, at 7:00 p.m. Mayor Donker presided.

Councilmen present:	Thomas Adams, J. Dee Brooks, Maureen Donker, Marty Wazbinski
Councilmen absent:	Bruce Johnson

Held public hearing on the City Manager’s Proposed 2011-12 Budget.

Appointed Rich Siemer to the Zoning Board of Appeals for a term to expire June 30, 2013, and appointed Henry Holthof as an Alternate to the Zoning Board of Appeals for a term to expire June 30, 2014.

Authorized sale at public auction of unclaimed personal property being held by the Police Department and other departmental surplus items on May 7, 2011.

Pledged support for the Midland Explorers Booster Club’s request to host the 2012 ISC World Tournament.

Indicated support for Local Bridge Program Applications for Preventive Maintenance Funds for Poseyville Road over the Tittabawassee River Bridge and Airport Road over the Sturgeon Creek Bridge.

Waived bid requirement and authorized issuance of purchase order to Kassbohrer All Terrain Vehicles, Inc. of Reno, Nevada for the purchase of a used sled hill groomer, in the amount of $35,500.

Authorized issuance of purchase order to Tancor Corp of Midland, Michigan for Plymouth Pool Deck Drainage, in an amount not to exceed $54,500.

Authorized execution of contract with Highway Maintenance & Construction Company, Inc. of Romulus, Michigan for the “2011 Surface Treatment & Crack Sealing Program; Contract No. 4”, in the amount of $515,000.

Authorized execution of the Wholesale Raw Water Service Agreement dated February 17, 2011, between the Saginaw-Midland Municipal Water Supply Corporation and the Saginaw Chippewa Indian Tribe of Michigan.

Authorized increase of $42,052 to existing purchase order of $800,511 to CTI & Associates, Inc. to provide continued engineering support for the gas-to-energy project.

Set public hearing for Monday, May 9, 2011, at 7:00 p.m. on the application from Styron LLC for an industrial facilities tax exemption certificate.

Set public hearing for Monday, May 9, 2011, at 7:00 p.m. on the proposed 2011-12 Community Development Block Grant Budget.

Set public hearing for Monday, May 9, 2011, at 7:00 p.m. on the proposed amendment to the 2010-11 City budgets and financial working plans.
