A regular meeting of the City Council was held on Monday, June 13, 2011,
at 7:00 p.m. Mayor Donker presided with all Councilmen present.
Proclaimed June 20-26, 2011 as Amateur Radio Week
and June 25, 2011 as Amateur Radio Day in Midland.
Approved request from Styron, LLC for an Industrial Facilities Tax
Exemption Certificate.
Approved request from Styron, LLC to transfer Industrial Facilities Tax
Exemption Certificate No. 2008-532 from The Dow Chemical Company to Styron,
LLC.
Held first reading of an ordinance amending Section
28-52 – Water Rates.
Approved Site Plan No. 301 – Superior Metal Recycling, Inc.
Approved Final Plat of Broadhead
Estates No. 4.
Acknowledged a grant in the amount of $25,000 from
Mr. David and Mrs. Patti Kepler to the Midland Area
Community Foundation Non-Motorized Transportation Project Improvement Fund.
Approved levy and collection of taxes for the July 2011 tax roll for Midland Public Schools, Midland County Educational Service Agency, Bay City Public Schools, Bay-Arenac Intermediate Schools and Delta College.
Approved levy of taxes for the July 2011 tax roll for special assessments and accounts receivable.
Authorized execution of deed for the sale and
transfer of a City-owned house at 1514 Jefferson Avenue.
Approved request to conduct a Music on
Main/Riverdays Afterglow event on July 15, 2011.
Approved requests for temporary outdoor service liquor licenses from The
H Hotel on June 20, Diamond Jim’s on July 15 and Oscars Restaurant on July 15.
Waived bid requirement and approved purchase of 13,400
gallons of unleaded fuel from Hirschman Oil of Reese, Michigan for $40,186.60
that was executed by the Purchasing Agent on May 17, 2011.
Waived bid requirement and approved purchase of 12,600
gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $40,055.40
that was executed by the Purchasing Agent on May 19, 2011.
Authorized execution of three-year Senior Living
Communities Medical and Personal Services Agreement with Heartland Home Health
Care Services, LLC for health care services at Riverside Place and Washington
Woods.
Waived bid requirement and authorized issuance of purchase order to
Spartan Distributors of Auburn Hills, Michigan for Computerized Irrigation
Equipment for the Currie West Golf Course.
Authorized payment to George E. Sansoucy,
P.E., L.L.C. for contracted appraisal services
relating to the MCV tax appeal in an amount not to exceed $200,000.
Authorized payment to Braun, Kendrick, Finkbeiner, P.L.C.
for contracted legal services relating to the MCV tax appeal in an amount not
to exceed $300,000.
Authorized increase of $20,000 to existing purchase order to CTI and
Associates, Inc. for General Engineering services at the Landfill.
Authorized issuance of purchase order to Kennedy Industries of Milford,
Michigan for Pump Replacements for Moorland and Wyman Pump Stations, in the
amount of $35,710.
Extended contract with Brodart
Company for book ordering and book processing services for the Grace A. Dow
Memorial Library for the 2011/2012 fiscal year in an amount not to exceed
$210,000.
Set public hearing for Monday, July 18, 2011, at 7:00 p.m. on Zoning
Petition 574 – rezoning property at 204 Commerce Drive from Larkin Township
zoning to Residential A-2 and Residential A-4 zoning.
Set public hearing for Monday, June 27, 2011, at 7:00 p.m. on a proposed
amendment to the 2011-12 Golf Course Fund budget.
