OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, June 27, 2011, at 7:00 p.m.  Mayor Donker presided.

 

Councilmen present:

Thomas Adams, J. Dee Brooks, Maureen Donker, Marty Wazbinski

Councilmen absent:

Bruce Johnson

 

Held public hearing and approved Currie Municipal Golf Course Fund budget amendment to increase capital expenditures for structural modifications to the Currie Golf Complex and equipment purchases for the maintenance thereof.

 

Held second reading and adopted an ordinance amending the City of Midland Water Ordinance.

 

Approved Site Plan No. 303 – CPI Engineering Services, Inc. 

 

Accepted two Quitclaim Deeds for the widening of the westbound and southbound lanes of the intersection of Patrick Road and Waldo Avenue to create right turn lanes.

 

Authorized that the General Fund’s fund balance shall include a Committed Fund Balance for Future Year Expenditures, a Committed Fund Balance for Contingencies and an Assigned Fund Balance for Encumbrances.

 

Appointed Mary Ann Woodbury and Lucille Cronin to the Library Board for terms expiring June 30, 2014.

 

Appointed Lowell McLaughlin to the Planning Commission for a term expiring June 30, 2013.

 

Approved request from Bay City Fireworks Festival to hold a concert on Sunday, August 7, 2011, in Chippewassee Park, utilizing amplified sound, charging a fee, and having a beer tent.

 

Approved request from the Salvation Army SHARE Program to conduct an event on Wednesday, August 10, 2011, utilizing amplified sound and the public right-of-way near the Farmers Market.

 

Authorized execution of contract with Shaw Contracting Company, Inc. of Bay City, Michigan for the “2011 Patrick at Waldo Intersection Improvements; Contract No. 8”, in the amount of $173,385.58.

 

Authorized execution of License Agreement with Dow Corning Corporation for the installation of an overhead pipeline bridge/truss and electrical cable over Waldo Avenue.

 

Waived bid requirement and authorized issuance of purchase order to Consumers Energy Company in the amount of $33,500 for capital charges associated with the Gas-to-Energy Facility.

 

Authorized increase of $30,000 to existing purchase order to Lang Construction, Inc. of Flint, Michigan for Contractual Repair Services.

 

Authorized issuance of purchase order to Briggs Contracting of Sanford, Michigan for Landfill – Concrete Crushing, Bid No. 3343, in the amount of $21,720.

 

Authorized issuance of purchase order to Mosaic Corp of Lithia, Florida, to provide up to 92 tons annually of Hydrofluosilicic Acid in the amount of $52,900 for the Water Treatment Plant.

 

Authorized issuance of purchase order to Western Lime of West Bend, Wisconsin, to provide up to 1,200 tons annually of Calcium Oxide in the amount of $153,600 for the Water Treatment Plant.

 

Authorized issuance of purchase order to PVS Technologies, Inc. of Detroit, Michigan for the annual purchase of 250 tons each of Ferric Chloride for the Water and Wastewater Treatment Plants.

 

Approved Midland Municipal Supervisory Employee Association Labor Agreement for a three-year period expiring June 30, 2014.

 

Approved Midland Municipal Employees Association Labor Agreement for a three-year period expiring June 30, 2014.

 

Waived bid requirement and accepted proposal from Spartan Distributors of Auburn Hills, Michigan for 5 Toro Field Controllers in the amount of $23,920.71 damaged by floods in April of 2011 at Currie West Golf Course.

 

Set hearing of necessity for Monday, July 18, 2011, at 7:00 p.m. on the 2011 Tibbs Street Improvement project.

 

Set public hearing for Monday, July 18, 2011, at 7:00 p.m. on the proposed amendment to the 2011-12 City budgets and financial working plans to provide funding for June 30, 2011 encumbrances.
