A regular meeting of the City Council was held on Monday, August 8, 2011,
at 7:00 p.m. Mayor Donker presided.

Held public hearing and approved the 2011-12 General Fund budget
amendment to increase revenues and expenditures by 42,892 for replacing and
re-equipping the Fire Department’s water and ice rescue equipment.
Held public hearing and approved the special assessment roll for the
“2011 Tibbs Street Improvement Special Assessment District”.
Held public hearing and approved expansion of the Better Grounds
Obsolete Property Rehabilitation District No. 1.
Held public hearing and approved the 2011-12 Civic Arena Fund budget
amendment to increase revenue and expenditures by $20,000.
Approved Site Plan No. 305 – Grounds for a Better World, LLC.
Authorized execution of deed for the sale and transfer of a city-owned
house located at 1005 Mill Street.
Authorized execution of Community Development Block Grant (CDBG) Subrecipient
Agreements.
Waived bid requirement and approved purchase of New World Systems
software maintenance and support services in the amount of $60,000.
Authorized issuance of purchase order to TruGreen of Freeland, Michigan
in the amount of $48,716 and Pure Green of Lansing, Michigan in the amount of
$15,140 for the Emerald Ash Borer Treatment Program.
Authorized issuance of purchase order to Apollo Fire Equipment of Romeo,
Michigan for the purchase of a Fire Aerial Tower Truck in the net amount of
$966,810.61.
Authorized issuance of purchase order to Vermeer of Michigan of Marne,
Michigan for the purchase of a brush chipper in the amount of $36,255.
Authorized issuance of purchase orders based on pricing from the State
of Michigan Extended Purchase Program to:
Snethkamp Dodge of Lansing, Michigan, in
the amount of $70,879.60 for the purchase of two police patrol cars and one
crew-cab pickup.
Garber Chevrolet of Midland, Michigan, in
the amount of $92,719 for the purchase of one van, two 4x4 pickups with plows
and one flatbed truck.
Shaheen Chevrolet of Lansing, Michigan, in
the amount of $26,679.20 for the purchase of one police Tahoe vehicle.
JDE Equipment of Traverse City, Michigan,
in the amount of $159,173 for the purchase of one front-end loader.
Authorized increase of $80,000 to existing purchase order to Lang
Construction, Inc. of Flint, Michigan for contractual repair services for the
remainder of the 2011 calendar year.
Authorized issuance of purchase order to ETNA Supply Company of Grand
Rapids, Michigan for the 2011-12 fiscal year purchases of water meters and
accessories in an amount not to exceed $201,150.
Authorized increase of $6,290 to existing purchase order to Briggs
Contracting for concrete crushing services at the Landfill.
Waived bid requirement and approved execution of the buyout option of a
leased John Deere 240DLC excavator in an amount not to exceed $115,000 to John
Deere Credit of Johnston, Iowa.
Authorized issuance of purchase order to OHM of Mt. Pleasant, Michigan
for the 2011 Bay City Road Reconstruction Inspection Services in the amount of
$45,000.
Authorized execution of three-year agreement with Midland Tomorrow for
Economic Development Services.
Set public hearing on Monday, August 22, 2011, at 7:00 p.m. on the
proposed Stadium District Brownfield Redevelopment Plan.
