OFFICIAL SYNOPSIS
MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, September 12,
2011, at 7:00 p.m. Mayor Donker presided
with all Councilmen present.
Approved recommendation to utilize only two ice rinks, except for major events,
during the 2011-12 season at the Midland Civic Arena.
Approved request to transfer ownership and location of an escrowed Class
C licensed business, located at 5100 Bay City Road, from Restall, Inc. to
Center Hospitality, LLC, 1801 W. St. Andrews.
Approved request from Midland Brewing Company for a new Small Wine Maker
License to be held with their Micro Brewer License located at 5011 N. Saginaw
Road.
Received and filed the 2010-11 Library Board Annual Report.
Accepted resignation of Robert O’Hara from the Local Officers
Compensation Commission.
Accepted resignation of Diane Brown from the Planning Commission.
Approved request from the Michigan Nurses Association to hold a rally
event on Friday, September 30, 2011 near the Farmers Market.
Approved change order in the amount of $23,879 to purchase order with
Tancor Corporation for the Plymouth Park Pool project.
Waived bid requirement and approved purchase of 13,400
gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $42,297.10 that
was executed by the Purchasing Agent on August 30, 2011.
Approved increase to existing purchase order to Yeo & Yeo PC CPAs
for additional year-end audit services in an amount not to exceed $55,875.
Approved increase to existing purchase order to Smith & Klacziewicz,
PC, CPAs for professional accounting services in an amount not to exceed
$32,000.
Authorized issuance of purchase order to Catskill Remedial Contracting
Services, Inc. of Otsego, Michigan for Phase II of the Gas Collection and
Control System Construction, Bid No. 3368, in the amount of $180,353.50.
Authorized execution of contract with Mead & Hunt, Inc. for design
services relating to an Equipment Storage Building at the Jack Barstow
Municipal Airport.
Authorized execution of contract with Sterling Excavation, Inc. of West
Branch, Michigan for the 2011 Airport Road Ditch Clearing; Contract No. 11, in
the amount of $52,690.
Authorized issuance of purchase order to Thermal Tec of Cedar Springs,
Michigan for the Re-Roof of Airport Hangar 11A – Bid No. 3264, in the amount of
$37,352.
Authorized execution of proposal from Natural Course Design dated August
8, 2011, for conceptual design plans for a proposed practice range and short
game practice facility at Currie Golf Course.
Authorized issuance of purchase order to Tri-City Tree Service of
Saginaw, Michigan for the Emerald Ash Borer Treatment Program, in the amount of
$52,287.
Accepted donation of $25,000 from The Dow Chemical Company for the
purchase of trees to replenish park trees and set public hearing on Monday,
September 26, 2011, at 7:00 p.m. on the proposed 2011-12 General Fund budget
amendment to recognize $25,000 additional revenue and increase expenditures for
the purchase of the trees.
Accepted donation of $191,000 from the Midland Area Community
Foundation’s band shell renovation fund and set public hearing on Monday,
September 26, 2011, at 7:00 p.m. on the proposed 2011-12 General Fund budget
amendment to recognize $191,000 additional revenue and increase expenditures
for the renovation of the Central Park band shell.
Set public hearing on Monday, September 26, 2011, at 7:00 p.m. on the
proposed 2011-12 General Fund budget amendment to recognize $40,000 of
additional revenue from the Community Development Block Grant and provide
additional appropriations of $40,000 to purchase an accessible play structure
for Grove Park.
Accepted $90,000 grant from the American Recovery and Reinvestment Act
and set public hearing on Monday, September 26, 2011, at 7:00 p.m. on the
proposed 2011-12 Dial-A-Ride Fund budget amendment to recognize $35,026 of
additional revenue from a Federal grant and provide additional appropriations
of $35,026 toward the mobile data terminal project.
Set public hearing on Monday, September 26, 2011, at 7:00 p.m. on the
request from New-Tech, Zeigler Enterprises, Inc. for an Industrial Facilities
Tax Exemption Certificate.
