MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, September 26, 2011, at 7:00 p.m.  Mayor Donker presided.

 

Councilmen present:

Councilmen absent:

Diane Brown, Marty Wazbinski

 

Proclaimed October 7, 2011, as Cathy Guisewite Day in Midland.

 

Proclaimed October 9-15, 2011, as Fire Prevention Week in Midland.

 

Held public hearing and approved the 2011-12 General Fund budget amendment to recognize a $25,000 donation from The Dow Chemical Company, and increase expenditures by $25,000 to allow for the purchase of trees.

 

Held public hearing and approved the 2011-12 General Fund budget amendment to recognize $191,000 of additional revenue and increase expenditures for the renovation of Central Park band shell and authorized issuance of purchase orders to Gerace Construction of Midland, Michigan for the project.

 

Held public hearing and approved the 2011-12 General Fund budget to recognize $40,000 of additional revenue from a Community Development Block Grant and provide additional appropriations to purchase an accessible play structure for Grove Park.

 

Held public hearing and approved the 2011-12 Dial-A-Ride budget amendment to recognize $35,026 of additional revenue from a Federal grant and provide additional appropriations toward the mobile data terminal system project and authorized issuance of purchase order to Ecolane USA, Inc. of Elk Horn, Iowa for $90,000 for the purchase and installation of said system.

 

Held public hearing and approved the Industrial Facilities Exemption Certificate application for New-Tech, Zeigler Enterprises, Inc.

 

Established the 2012 regular meeting dates for the Midland City Council.

 

Accepted gift of an accessible canoe and kayak launch from the Access to Recreation Committee hosted by the Midland Area Community Foundation.

 

Accepted the City Attorney’s report regarding the City of Midland dog ordinances.

 

Accepted the Cable Access Advisory Commission’s 2010-11 Annual Report.

 

Appointed Dave Heying to the Planning Commission for a term to expire June 30, 2012.

 

Authorized issuance of purchase order to Wieland Sales of Bay City, Michigan for the purchase of a Water Service Truck in the net amount of $94,079.

 

Authorized issuance of the following purchase orders based on pricing from the State of Michigan Extended Purchase Program:

            Snethkamp Dodge of Lansing, Michigan, in the amount of $25,199.60 for the purchase of one crew-cab pickup.

            Garber Chevrolet of Midland, Michigan, in the amount of $93,237 for the purchase of one van and three 4x4 pickups with plows.

            Signature Ford of Owosso, Michigan, in the amount of $29,692 for the purchase of two small cars.

 

Authorized issuance of purchase order to Roscor Corporation of Mount Prospect, Illinois for the purchase of three graphics systems, in the net amount of $21,495.

 

Authorized issuance of purchase order to John Deere Landscapes of Chicago, Illinois for the purchase of chemicals and supplies, in an amount up to $50,000.

 

Authorized issuance of purchase order to Complete Tree Service of Warren, Michigan for the Emerald Ash Borer Treatment Program, in the amount of $23,314.

 

Authorized issuance of purchase order to Forrer Supply Company of Grand Ledge, Michigan for Gas Piping for the Phase II of the Gas Collection and Control System, Bid No. 3370, in the amount of $59,132.

 

Authorized execution of Change Order No. 1 to the 2011 Curb Replacement and Pavement Patching; Contract No. 3 in the amount of $38,075.

 

Set public hearing on Monday, October 24, 2011, at 7:00 p.m. on Conditional Use Permit No. 40 – Matekel General Contracting for 21st Century Hoyne, LLC for a 10 unit town house development located at 1100 West Wackerly Street in an Office Service zoning district.

 

Set public hearing on Monday, October 24, 2011, at 7:00 p.m. on Zoning Text Amendment No. 153.

 

Set public hearing on Monday, October 10, 2011, at 7:00 p.m. to revise the resolution previously approved by the City Council on May 9, 2011, on an application from Dow AgroSciences, LLC for an industrial facilities tax exemption certificate.

 

Set public hearing on Monday, October 10, 2011, at 7:00 p.m. to revise the resolution previously approved by the City Council on June 13, 2011, on an application from Styron, LLC for an industrial facilities tax exemption certificate.

 

Set public hearing on Monday, October 10, 2011, at 7:00 p.m. to revise the resolution previously approved by the City Council on June 13, 2011, on an application from Styron, LLC for the Transfer of an Industrial Facilities Tax Exemption Certificate.
