OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, October 24, 2011, at 7:00 p.m.  Mayor Donker presided with all Councilmen present.

 

Recognized Keith Baker for his years of service to the Midland community as the City of Midland’s Director of Planning and Community Development.

 

Held public hearing and denied Zoning Text Amendment No. 153 – permitting chickens with special standards in the single family residential districts in the City of Midland.  (Yeas:  None   Nays:  Adams, Brooks, Brown, Donker, Wazbinski)

 

Held public hearing and denied Conditional Use Permit No. 40 – Matekel General Contracting for 21st Century Hoyne, LLC.  (Yeas:  Adams, Brooks  Nays:  Brown, Donker, Wazbinski)

 

Held public hearing and approved First Amendment to the Urban Cooperation Act Agreement between the City of Midland and the Charter Township of Larkin.

 

Held second reading and adopted an ordinance amending Article I and Article II – Uniform Fire Code of Chapter 8 and repealing Sections 8-3 and 8-4 of Article I and Section 8-11 or Article II of Chapter 8.

 

Held second reading and adopted an ordinance amending Chapter 21 by creating Article XIII – Fire Department Service Fees.

 

Held second reading and adopted an ordinance amending Chapter 34 Section 34-5 – Municipal Civil Infractions.

 

Authorized execution of a deed for the sale and transfer of a city owned vacant lot located at 712 Prairie Creek Drive.

 

Approved two-year extension of time for completion of sidewalk in City Forest Estates Subdivision No. 1.

 

Approved two-year extension of time for completion of sidewalk in City Forest Estates Subdivision No. 2.

 

Authorized execution of First Amendment to the Water Service Agreement between the City of Midland and the Charter Township of Larkin.

 

Authorized execution of Second Amendment to the Water Service Agreement between the City of Midland and Water District No. 1 or Midland County.

 

Approved request from the Downtown Development Authority to conduct Midnight on Main, New Year’s Eve Celebration on Saturday, December 31, 2011.  

 

Authorized payment to Braun, Kendrick, Finkbeiner, P.L.C. for contracted legal services relating to the Midland Cogeneration Venture tax appeal.

 

Authorized issuance of purchase order to Gerace Construction of Midland, Michigan for the Wastewater Treatment Plant – Aluminum Handrails; Bid No. 3377, in the amount of $47,800.
